Job Purpose:
To lead and manage procurement activities for construction projects, ensuring timely sourcing of materials, equipment, subcontractors, and services in compliance with project specifications, budgets, schedules, and Saudi regulations.
Key Responsibilities:
Procurement & Vendor Management

Manage
end-to-end procurement
for construction materials, MEP systems, equipment, and subcontract packages.

Prepare and issue
RFQs, RFPs, and tenders
in coordination with Engineering, Planning, and Projects teams.

Evaluate technical and commercial bids, conduct negotiations, and recommend
best-value awards
.

Develop and maintain
approved vendor & subcontractor lists
compliant with KSA regulations.
-
Monitor vendor performance, delivery schedules, and quality compliance.
Contract & Commercial Control
-
Support preparation and review of
purchase orders, contracts, and framework agreements
.

Ensure compliance with
contractual terms, payment milestones, and warranties
.

Coordinate with Legal and Contracts departments for dispute resolution and claims support.
Cost, Planning & Compliance
-
Ensure procurement aligns with
project budgets and schedules
.

Identify
cost-saving opportunities
without compromising quality or safety.

Ensure compliance with
Saudi local content requirements (IKTVA / Nitaqat / Saudization)
.

Adhere to company procurement policies, ethical standards, and audit requirements.
Coordination & Reporting

Work closely with
Technical Office, Planning, QS, Site, and Finance teams
.

Prepare procurement schedules, status reports, and risk assessments.

Support project close-out, including final documentation and vendor evaluations.
Qualifications & Experience:
Education:
-
Bachelor’s Degree in
Mechanical Engineering
, or related field
-
Professional certifications (CIPS, PMP) are an advantage
Experience:
-
7–12 years
of procurement experience in construction companies
-
Minimum
4 years in a senior or lead procurement role.

Strong experience in
KSA construction projects
(Infrastructure, Water, MEP, Roads, Utilities, or Oil & Gas)
Required Skills & Competencies:

Strong

In-depth knowledge of
construction materials, suppliers, and subcontractors in KSA

Experience with
ERP / Procurement Systems
(SAP, Oracle, or similar)
