Senior Mechanical Tender Engineer

Job Description

Responsible for leading the mechanical tendering process, including cost estimation, technical compliance, and pricing preparation, Reviews tender documents and evaluates vendor and subcontractor quotations, provides risk assessment and value engineering input to optimize bid outcomes, Supports management with technical and commercial analysis for informed bid decisions.

  • Review tender documents, drawings, specifications, and scope of work to ensure compliance and completeness.
  • Conduct bid/no-bid evaluations aligned with project and business objectives.
  • Develop competitive pricing strategies and define the tender execution approach.
  • Identify and assess technical, commercial, and contractual risks, exclusions, and gaps.
  • Prepare mechanical quantity take-offs, detailed cost estimates, and pricing build-ups covering materials, manpower, equipment, and subcontracted works.
  • Align pricing with approved margins, risk allowances, and commercial objectives while optimizing overall cost structure.
  • Review HFDs, P&IDs, process designs, mass balances, and mechanical layouts for compliance with standards.
  • Lead preparation of technical proposals, deviation lists, and value engineering recommendations to enhance competitiveness.
  • Incorporate lifecycle cost analysis and system performance into technical and pricing evaluations.
  • Evaluate supplier and subcontractor offers, prepare analysis reports, and negotiate terms to secure optimal agreements.
  • Coordinate with Civil, Electrical, and Process teams for integrated pricing and support Commercial/Contracts teams in finalizing offers.
  • Control the tender schedule and ensure timely, accurate submission of all deliverables.
  • Prepare and present tender summary reports to senior management.
  • Support post-tender negotiations and clarifications with clients.
  • Provide management with informed risk mitigation strategies through feasibility and cost-benefit analyses of proposed solutions.
  • Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies.
  • Monitor the performance of Sales Engineers if required and assess their performance

Excellent communication and presentation skills in Arabic and English, with the ability to engage stakeholders at all levels.

Technical Skills



Strong expertise in BOQ preparation and cost estimation.
5–9 years of experience in mechanical Proven experience in handling large-scale construction tenders .
Special Technical Skills: Strong knowledge of HVAC, Firefighting, and Plumbing works.
Strong knowledge of electro-mechanical equipment selection.
Proficiency in AutoCAD.
Advanced Excel skills for pricing analysis.
Familiarity with international engineering codes and standards.

Education

  • Bachelor’s degree in mechanical engineering or equivalent qualification
