Senior Medical Officer

Pak-Arab Refinery Limited (PARCO), an integrated energy conglomerate, is a Joint Venture between Pakistan and Emirate of Abu Dhabi. PARCO owns and operates Pakistan’s most modern refinery, over 2,000 kms of pipeline network, strategic storage facilities and marketing operations. PARCO is seeking applications for the position of Senior Medical Officer .


Qualification:


The ideal candidate will be a highly qualified and professionally accomplished medical practitioner with a strong foundation in clinical medicine and occupational health.


  • Must hold an MBBS degree from a reputable and recognized Institution
  • Must possess MCPS in Family Medicine from a recognized institution
  • Must have valid and active PMDC registration at the time of application



Experience:


  • At least 8+ years of progressive post-MBBS clinical experience in a reputable healthcare or occupational health setting.
  • Extensive experience in the diagnosis, management, and long-term care of chronic diseases , including Diabetes Mellitus, Hypertension, Ischemic Heart Disease, and Asthma.
  • Demonstrated expertise in emergency and trauma medicine , with hands-on experience managing industrial injuries such as burns, fractures, head injuries, chemical exposure, and other workplace-related emergencies.



Proven track record in occupational health management , including:

  • Periodic Medical Examinations (PME).
  • Fitness-for-duty and pre-employment medical assessments.
  • Workplace health surveillance and risk monitoring programs.
  • Strong exposure to clinical leadership roles , including supervision and development of multidisciplinary medical teams.
  • Experience in healthcare operations management , including planning, resource allocation, and cost optimization within medical services.
  • Proven ability to manage relationships and coordination with panel hospitals, specialist consultants, diagnostic laboratories, and regulatory health authorities.
  • Experience in designing, implementing, and evaluating employee health and wellness programs , including preventive healthcare and awareness initiatives.
  • Familiarity with medical administration systems , electronic medical records (EMR), and SAP-based healthcare reporting systems.
  • Demonstrated experience in medical budgeting, financial planning, and expenditure control within healthcare operations .


Key Responsibilities:

  • Provide comprehensive medical consultation, diagnosis, and treatment for employees and dependents.
  • Manage all medical emergencies including industrial trauma, fractures, burns, head injuries, and chemical exposure cases.
  • Conduct Periodic Medical Examinations (PME) and fitness-for-duty evaluations.
  • Lead occupational health surveillance and workplace risk assessment programs.
  • Supervise ISH medical team including doctors, nurses, paramedics, laboratory, and X-ray technicians
  • Prepare, manage, and monitor annual medical budgets ensuring cost efficiency.
  • Coordinate with panel hospitals, consultants, diagnostic laboratories, and government health authorities
  • Design and implement employee health awareness campaigns and wellness programs
  • Ensure full compliance with organizational health policies and regulatory standards
  • Provide on-call medical leadership during emergencies and crisis situations



Other Skills Required

  • Strong clinical expertise in emergency response, trauma stabilization, and chronic disease management
  • Proven capability in occupational health management and workplace risk surveillance
  • Demonstrated ability to lead and supervise multidisciplinary medical teams
  • Strong experience in medical budgeting, financial monitoring, and cost optimization
  • Ability to develop, implement, and enforce medical policies, SOPs, and emergency protocols
  • Proficiency in EMR systems, data reporting tools, and SAP ERP (preferred)
  • Excellent communication and interpersonal skills for:
  • Employee counseling
  • Health awareness sessions
  • Executive reporting
  • Strong decision-making skills in high-pressure emergency situations
  • High level of professional ethics, integrity, and accountability


Must Have:

  • Leadership mindset with ability to manage large-scale medical operations
  • Strong command over occupational health compliance and standards
  • Ability to handle critical medical emergencies independently
