Job Description:

Parsons is looking for an amazingly talented Senior ORAT Manager (Operational Readiness and Airport Transfer) to join our Abu Dhabi team! In this role you will lead the planning, coordination, and execution of operational readiness activities, ensuring a seamless transition from construction to full airport operations. This role integrates all airport systems, procedures, and staff readiness programs to achieve operational functionality, safety, and compliance with ICAO and local regulations.

What You'll Be Doing:

1. ORAT Strategy & Planning

• Develop and implement a comprehensive ORAT strategy covering terminal, airfield, and supporting infrastructure.

• Establish timelines, milestones, and resources required for operational readiness.

2. Coordination & Integration

• Coordinate ORAT activities with design, construction, commissioning, and operational teams.

• Ensure full integration of airport systems including BHS, APM, IT, security, MEP, and utilities.

3. Operational Testing & Validation

• Conduct operational simulations, trial runs, and performance validation exercises.

• Validate that systems and procedures meet project and operational requirements.

4. Risk & Compliance Management

• Identify operational risks and implement mitigation strategies.

• Ensure compliance with ICAO standards, local regulations, and airport operational policies.

5. Staff Training & Procedure Development

• Oversee training programs for operational staff.

• Develop and validate standard operating procedures, emergency response, and contingency plans.

6. Interface & Stakeholder Management

• Facilitate coordination with airport authorities, stakeholders, and contractors.

• Resolve interface issues between systems, operations, and infrastructure.

7. Monitoring & Reporting

• Track ORAT schedules, milestones, and operational readiness KPIs.

• Prepare reports and dashboards for program leadership and executive stakeholders.

8. Continuous Improvement & Handover

• Conduct post-implementation reviews and lessons learned sessions.

• Support formal handover to airport operations teams, ensuring sustainable operational performance.

9. Team Leadership

• Mentor and guide ORAT coordinators, operational staff, and cross-functional teams.

• Foster a collaborative, proactive approach to operational readiness across all disciplines.

What Required Skills You'll Bring:

• Degree in Aviation Management, Engineering, or related field with15+ years in ORAT, operational readiness, or airport operations management for large airport projects.

• Strong knowledge of airport operations, multi-system integration, and simulation testing.

• Proven experience in large-scale terminal, airfield, and infrastructure projects.

What Desired Skills You'll Bring:

• Familiarity with integrated airport systems, PMCM processes, and commissioning protocols.

• Experience in change management, operational staff training, and workflow optimization.
