Job Description
We are seeking a highly skilled Senior Pavement Maintenance Engineer to join our Roads Operations and Maintenance (O&M) Asset Management team in Doha, Qatar. In this critical role, you will advise on pavement Asset Management and maintenance operations, contribute to the Annual Asset Management Plan development for rehabilitation works, and ensure the longevity and quality of road infrastructure in the region.
The project entails the Operation & Maintenance, and Asset Management advisory for approximately 2,300km of Strategic Highways.
Key Responsibilities include:
- 
Manage the condition, performance, and renewal of pavement assets across the network.
- 
Provide pavement-specific technical support to Highways Asset Manager and collaborate with internal and external stakeholders, including the Public Works Authority.
- 
Lead and coordinate road maintenance activities, ensuring optimal pavement conditions and extended service life, and advise on emergency repairs
- 
Analyse pavement distress data and recommend appropriate maintenance and rehabilitation measures
- 
Lead the development and continuous improvement of the Annual Asset Management Plan (AAMP) for pavement assets, in line with contract requirements and relevant international pavement design standards and specifications
- 
Lead a team of junior engineers and inspectors to undertake condition collection, lifecycle analysis, whole-life assessments, and undertake asset strategy reviews.
- 
Prepare technical reports, project documentation, and presentations for senior management and clients
- 
Contribute to the development and implementation of quality control and assurance programs for road construction and maintenance
- 
Stay updated on the latest advancements in pavement engineering and incorporate innovative solutions into projects
- 
Identify and implement innovations to improve asset management practices.
- 
Respond to urgent issues and participate in the emergency call-out rota.
-

Qualifications
Experience & Criteria
- 
Bachelor's degree in Civil Engineering or a related field; Master's degree in Pavement Engineering or a related field is preferred
- 
Minimum of 8 years of experience in pavement engineering, with a focus on roads operations and maintenance
- 
Understanding of local and international pavement design and maintenance standards
- 
Working towards or holding membership of a professional body (e.g. ICE, CIHT, or equivalent).
- 
Proven expertise in pavement design, analysis, and rehabilitation techniques
- 
Proficient in Microsoft Office, with the ability to adapt to asset management systems such as Maximo
- 
Familiarity with real-time asset databases and a willingness to embrace evolving digital tools.
- 
Awareness of related areas such as drainage, geotechnical engineering, and commercial impacts of operational changes.
- 
Excellent analytical and problem-solving skills, with a keen eye for detail
- 
Strong organizational and time management abilities to handle multiple projects simultaneously
- 
Effective communication and interpersonal skills to collaborate with diverse teams and stakeholders
- 
Familiarity with quality control and assurance practices in road construction and maintenance
