The Senior People Services Specialist is responsible for the end-to-end execution of core People Operations and personnel services, ensuring operational excellence, legal compliance, and smooth coordination with government entities and labor law offices.
This role works closely with the People Services Partner and oversees the practical delivery of HR services, acting as a key operational pillar within the People Operations function.

Responsibilities

People Operations & Personnel Administration

  • Execute and manage employee onboarding and offboarding processes, including all required documentation.
  • Maintain accurate and up-to-date employee records and personnel files across HR systems.
  • Prepare, issue, and manage all HR letters (employment letters, salary certificates, experience letters, etc.).
  • Ensure consistency and accuracy of employee data across systems and files.

Labor Law & Government Relations

  • Fulfill all labor law–related requirements and requests.
  • Conduct regular visits and follow-ups with labor law offices and governmental authorities.
  • Manage social insurance registration, deregistration, and updates in coordination with relevant entities.
  • Ensure compliance with local labor laws and statutory obligations.

Coordination & Operations

  • Work closely with internal stakeholders (Finance, Payroll, Legal, IT) to support People Operations processes.
  • Follow up on operational actions to ensure timely completion within agreed SLAs.
  • Support audits, inspections, and official inquiries related to personnel and labor compliance.

Process & Compliance

  • Ensure all People Services processes are executed in line with internal policies and local regulations.
  • Identify operational gaps, recurring issues, or risks and proactively propose improvements.
  • Support continuous improvement of People Operations workflows and documentation.

Requirements

  • Bachelor’s degree in business administration, HR, or a related field.
  • 5–7 years of experience in People Services, HR Operations, or Personnel Affairs.
  • Strong practical knowledge of labor law and social insurance procedures.
  • High attention to detail and strong execution discipline.
  • Excellent organizational, coordination, and follow-up skills.
  • Comfortable working with HR systems and MS Excel; Zoho experience is an added plus.
  • Strong sense of confidentiality and professionalism.
