Job Summary

The New York City Board of Education Retirement System (BERS) was founded on August 31, 1921 to provide retirement benefits for civil service employees permanently employed by the City and School District of New York other than those who may retire under the provisions of other retirement laws. BERS has since expanded to include other employees, such as provisional and part-time employees of the Department of Education (DOE) and other covered employers.

BERS is one of the largest multi-employer, multi-tiered retirement systems in the United States. Our members are employed in such agencies as the Department of Education, the School Construction Authority, the Police Department and the Transit Authority. BERS currently provides retirement benefits to members in five (5) tiers. The Retirement System benefits exist to provide financial security for our members and their beneficiaries both during and after employment ends.

Beyond retirement benefits, BERS also offers a tax-deferred annuity program established under the guideline of section 403(b) of the Internal Revenue Code. This program gives members the opportunity to invest additional savings on a pre-tax basis.

Position Summary: The Senior Procurement Consultant is responsible for supporting procurement activities for BERS, including drafting solicitations and reviewing submissions for compliance. Tasks include evaluating bids and proposals to ensure competitive pricing, conducting vendor background checks, and assisting in contract award recommendations, amendments, and renewals. The Senior Procurement Consultant assists with scope of work development, assesses vendor qualifications, and collaborates with internal teams throughout the procurement process. Additional duties include processing purchase orders, maintaining procurement trackers and reports, posting solicitations and awards, reviewing BERS Travel and reimbursement requests for compliance, and contributing to special projects as assigned.

Reports to: Deputy Director and Director of Contracts and Procurement

Key Relationships: Works with all levels of agency staff.

Responsibilities

  • Drafts solicitation documents required for all methods of procurement of routine or moderate complexity.
  • Reviews all solicitation documents submitted by contractors to ensure conformity to solicitation requirements and prepares summary analysis and recommendations for supervisory staff. May provide technical assistance to contractors who intend to respond to solicitations.
  • Reviews proposals, bids, and quotations to determine most reasonable price in relation to market conditions.
  • Analyzes and provides information on vendors' and contractors' via background checks of past performance, financial status and other factors which might affect delivery, timeliness or quality of contracted goods and services.
  • Assist with recommendations for contract awards, including sole source contracts, contract modifications, and formal requests for time extensions for procurement activities of greater complexity and scope.
  • Assist with determining the need for contractual services and define the scope of such services, and to select and evaluate appropriate vendors.
  • Confers with, advises, and coordinates operational, technical, and professional staff in the procurement process.
  • Processing purchase orders using BERS’ financial accounting system.
  • Maintain, update and prepare procurement trackers, analysis, briefs, and memos for Contracts and Procurement Leadership on the status and progress of procurement projects.
  • Ensure posting of solicitations and awards to BERS website and/or City Record as needed.
  • Conducts review of employee long-distance travel and reimbursement requests are in compliance with BERS policies and procedures.
  • Ad hoc or special projects as assigned.

Qualification Requirements:

Minimum

  • A baccalaureate degree from an accredited college and two (2) years of experience in an area related to the duties described above; or
  • High school graduation or equivalent and three (3) years of experience in community work or community centered activities in an area related to the duties as described above; or
  • Education and/or experience which is equivalent to “1” or “2” above. However, all candidates must have at least one (1) year of experience as described in “1” above.

Job Types: Full-time, Temporary

Pay: $40.00 - $50.00 per hour
