We are seeking an experienced Senior Procurement Engineer to lead the procurement of subcontract and trade packages for our construction projects. The successful candidate will be responsible for managing the full subcontract procurement cycle, including tender preparation, technical and commercial evaluations, negotiations, subcontract award, and contract administration. This role requires strong knowledge of the UAE construction market, excellent negotiation skills, and the ability to collaborate with project stakeholders to ensure cost-effective and timely procurement.

Key Responsibilities

  • Lead the end-to-end tendering process for subcontract and trade packages.
  • Develop procurement strategies and identify subcontracting requirements in coordination with Estimation, Planning, Cost Control, and Project Management teams.
  • Prepare comprehensive tender packages, including drawings, specifications, bills of quantities, addenda, and contract conditions.
  • Source, prequalify, and manage subcontractors to ensure competitive and compliant bids.
  • Conduct detailed technical and commercial evaluations of subcontractor proposals.
  • Lead commercial negotiations to achieve the best value while maintaining quality and project requirements.
  • Prepare bid comparison reports and procurement recommendations for management approval.
  • Coordinate with the Cost Control Department to verify budget compliance and secure procurement approvals.
  • Prepare and administer Letters of Intent, Subcontract Agreements, and related contractual documentation.
  • Coordinate subcontractor prequalification, material submittals, compliance documentation, and consultant/client approvals.
  • Monitor awarded subcontracts, ensuring timely execution, documentation, and resolution of outstanding issues.
  • Build and maintain strong relationships with subcontractors, suppliers, and internal stakeholders.
  • Support continuous improvement initiatives to enhance procurement efficiency, cost savings, and risk management.
  • Mentor junior procurement engineers and provide technical guidance where required.

Qualifications

  • Bachelor's Degree in Civil Engineering, Quantity Surveying, or a related discipline.
  • Professional procurement certification (CIPS or equivalent) is an advantage.

Experience

  • Minimum 7–10 years of procurement experience in the UAE construction industry.
  • Proven experience managing subcontract procurement for large-scale building projects.
  • Strong knowledge of subcontract tendering, contract administration, and the UAE subcontractor market.

  • Sound understanding of construction contracts, trade packages, and procurement best practices.

  • Proficiency in ERP systems and Microsoft Excel.
  • Ability to manage multiple procurement packages within demanding project schedules.
