Role Summary

We are seeking an experienced Senior Procurement Manager to join our team for a major Program Management assignment in Al Khobar . This Project covers multiple high-profile assets, including hotels, residential communities, and mixed-use developments. The successful candidate will be responsible for overseeing all procurement and supply chain activities across the project, including strategy development, tendering, contract negotiations, vendor management, and compliance. They will ensure the timely, cost-effective, and high-quality delivery of goods and services, while mitigating risks and maximizing value for all stakeholders.

Key Responsibilities

• Develop and implement comprehensive procurement strategies aligned with program goals and timelines.
• Lead the end-to-end procurement process including tendering, evaluation, negotiation, and award of contracts for goods, services, and subcontractors.
• Manage supplier and vendor relationships to ensure reliability, quality, and cost-effectiveness.
• Oversee procurement compliance with company policies, contract terms, and relevant regulatory requirements.
• Collaborate closely with project managers, commercial teams, and stakeholders to forecast procurement needs and control budgets.
• Monitor procurement performance, resolve disputes, and manage contract variations and claims.
• Identify and mitigate procurement risks, ensuring continuity of supply and minimizing cost overruns.
• Maintain accurate procurement documentation and reporting for audit and project tracking purposes.
• Lead and mentor the procurement team to deliver high standards of professionalism and efficiency.

Candidate Requirements

• Minimum of 15 years progressive procurement experience, with at least 5 years in a senior procurement leadership role.
• Bachelor’s degree in Supply Chain Management, Business Administration, Engineering, or a related discipline.
• Professional certifications such as CIPS, MCIPS, PMP, or equivalent are highly desirable.
• Strong knowledge of procurement processes, contract law, tendering procedures, and supplier management.
• Proven experience managing procurement for large-scale, multi-asset projects including hotels, residential, and mixed-use developments.
• Excellent negotiation, communication, and stakeholder management skills.
• Proficient in procurement software and ERP systems; advanced MS Office skills.
• Ability to work under pressure, handle multiple priorities, and deliver results in a fast-paced environment.
• Experience working in the GCC region, preferably Saudi Arabia, is a strong advantage.
