Reports To: Procurement Lead Engineer/Project Quality Manager

Location: EPC Home Office

Role Overview

The Senior Procurement Quality Engineer (Piping) is responsible for ensuring that all procured piping materials (pipes, fittings, flanges, valves) and mechanical equipment meet the strict quality requirements of the Client and International Codes. This role focuses on the Vendor Quality Management lifecycle—from pre-award technical evaluation to final release for shipment—ensuring compliance with ISO 9001, API Q1, and project-specific specifications (such as ADNOC AGES-GL-13-001)

Key Responsibilities

1.Pre-Award & Vendor Qualification

· Technical Bid Evaluation (TBE): Review vendor quality proposals to ensure compliance with material requisitions and project specifications

· Vendor Audits: Lead or participate in pre-award quality audits and shop capability assessments for manufacturers of critical piping components

· Vendor Selection: Assist in the selection of vendors from the Approved Vendor List (AVL), ensuring they possess valid ISO 9001/API Q1 certifications.

2. Post-Award Quality Planning

· Kick-Off Meetings (KOM): Lead Quality clarifications during Vendor KOMs to define communication channels, hold points, and document deliverables

· Pre-Inspection Meetings (PIM): Chair PIMs at vendor shops for critical items (Criticality Rating 1 & 2) to finalize inspection scope and witness points

· Document Review: Review and approve vendor quality documents, including:

· Inspection and Test Plans (ITP)

· Manufacturing Procedure Specifications (MPS).

· Welding Procedure Specifications (WPS/PQR).

· NDT Procedures and Personnel Qualifications.

3. Inspection Management & Surveillance

· TPI Management: Manage and coordinate Third-Party Inspection (TPI) agencies. Review TPI reports for accuracy and completeness.

· Witnessing: Attend Factory Acceptance Tests (FAT), hydro-tests, and final inspections for critical piping packages and valves.

· Material Traceability: Ensure strict Positive Material Identification (PMI) and traceability for all materials, especially CRA (Corrosion Resistant Alloys) and high-pressure components.

4. Non-Conformance & Deliverables

· NCR Management: Manage the Non-Conformance Report (NCR) process. Review root cause analysis and verify corrective actions for manufacturing defects.

· Certification Review: Validate EN 10204 Type 3.1 and 3.2 Material Test Certificates (MTCs) against chemical/mechanical properties required by the code.

· Material Record Books (MRB): Review and endorse the final Vendor Data Book (MRB) prior to the issuance of the Inspection Release Certificate (IRC).

Qualifications & Requirements

The minimum requirements for a Senior Quality role:

Education

Bachelor’s Degree in Mechanical or Metallurgical Engineering (Mandatory).

Experience

Minimum 15 years of total industrial experience.

Minimum 5–8 years of specific experience in QA/QC for Oil & Gas EPC projects (Procurement/Vendor Quality focus).

Extensive experience with piping commodities (line pipe, fittings, flanges) and valves (ball, gate, globe, check).

Certifications (Mandatory)

ISO 9001 Lead Auditor (IRCA Registered).

Welding Certification: CSWIP 3.1/3.2 or AWS CWI.

NDT Level II: ASNT Level II in RT, UT, MT, and PT (Must be able to interpret results).

Technical Knowledge

Deep knowledge of ASME B31.3 (Process Piping), ASME B16.5/B16.34 (Valves/Flanges), and API standards.

Familiarity with NACE requirements for sour service environments.

Understanding of Ex-Stock Material recertification requirements
