The Senior Program Manager / Business Analyst is responsible for leading program execution and business analysis support for the Agency’s Data Governance and Enterprise Data Catalog (EDC) effort. This role serves as the primary liaison between business stakeholders, data stewards, data owners, and technical teams to help establish and mature the agency’s Data Governance Program and expand the Enterprise Data Catalog using Informatica EDC. The role combines program leadership, stakeholder engagement, requirements management, governance framework development, executive reporting, and user adoption support to ensure the agency’s metadata, glossary, stewardship, and data quality capabilities are implemented in a consistent, scalable, and business-aligned manner.
Design Tasks:
· Lead day-to-day planning, coordination, and execution of the Data Governance and Enterprise Data Catalog work order.
· Serve as the primary business-facing lead for requirements gathering, stakeholder engagement, and governance process alignment.
· Coordinate activities across business stakeholders, data owners, stewards, technical engineers, and program leadership to support successful EDC expansion.
· Capture, analyze, document, and manage business requirements to expand Enterprise Data Catalog capabilities.
· Lead the development, refinement, and documentation of tool-agnostic Data Governance and Data Quality frameworks.
· Develop and refine data governance roles, responsibilities, workflows, and operating procedures that support stewardship and accountability across the agency.
· Guide the consolidation, qualification, and validation of Enterprise Glossary Terms so they can function as a single source of truth across the client’s domains.
· Support the operationalization of glossary workflows, stewardship processes, and business/IT collaboration models to reduce duplicative data terms.
· Oversee dashboard reporting on adoption, progress, and KPI metrics to provide transparency to stakeholders and executives.
· Develop executive-ready briefings, reports, meeting materials, and status updates on governance maturity, EDC progress, risks, and recommendations.
· Support discovery and outreach activities to increase awareness, onboarding, and adoption of the EDC platform.
· Lead the creation and refinement of EDC user guides, training materials, and standard operating procedures.
· Coordinate business validation and feedback on metadata assets, glossary content, data facets, data quality rule priorities, and catalog usability improvements.
· Support the documentation of strategy for leveraging AI/ML within the EDC product for metadata tagging and governance.
· Ensure work products are aligned to required deliverables, timelines, and quality expectations for the work activity.
· Track issues, dependencies, decisions, risks, and action items and drive them to closure.
· Support governance-related audit readiness, traceability, and documentation activities.
· Use work tracking and workflow management tools such as Jira, Agility, and ServiceNow to organize and monitor tasks, milestones, and stakeholder requests.
Required Qualifications:
· Bachelor’s degree and 10+ years of relevant experience in program management, business analysis, data governance, metadata management, or enterprise data management; master’s degree may substitute for part of the experience.
· Strong experience leading enterprise data governance or metadata management initiatives in complex organizations.
· Strong understanding of Data Governance frameworks such as DAMA and DMBOK.
· Experience with data stewardship, data ownership, accountability models, and governance operating structures.
· Hands-on experience eliciting, analyzing, documenting, and managing business and functional requirements.
· Experience or knowledge supporting enterprise data catalog platforms such as Informatica EDC, Collibra, Alation, Azure Purview, or IBM Watson Knowledge Catalog.
· Understanding of metadata types, including technical, business, and operational metadata.
· Experience with data lineage, impact analysis, data discovery, and data quality concepts.
· Experience creating executive presentations, KPI dashboards, status reporting, and adoption reporting.
· Strong communication skills with the ability to work effectively across business and technical audiences.
· Experience with training, user support, change management, and stakeholder adoption strategies.
· Experience supporting audit readiness, compliance documentation, and governance controls.
· Experience with workflow and work management tools such as Jira, Agility, and ServiceNow.
Must be able to obtain and maintain a Public Trust.
Pay: $120,000.00 per year
