Job Description – Senior Program Manager
Job Brief
The Senior Program Manager represents the Execution Sector in the Eastern Region and leads the full execution of
10,000+ residential units
within the 60,000-unit national housing program. The role oversees end-to-end delivery of superstructure and related infrastructure works, ensuring full compliance with NHC technical, financial, and governance frameworks.
This position serves as the focal point between Execution Sector headquarters, Destination teams, contractors, consultants, and municipal authorities to achieve high-quality, on-time, and on-budget project completion aligned with NHC’s business objectives.
Key Responsibilities
Program & Portfolio Leadership

Lead and drive the successful delivery of
10,000+ housing units
across the Eastern Region.

Manage a multi-billion-riyal residential development program with complex, multidisciplinary scopes.

Serve as the single point of accountability between Execution Sector HQ and regional stakeholders.
Project Delivery & Execution

Oversee all superstructure and infrastructure works, ensuring adherence to quality, safety, and sustainability standards.

Ensure strict compliance with NHC design standards, contracts, cost controls, safety protocols, and governance guidelines.

Monitor contractor and consultant performance, ensuring timely progress, issue resolution, and continuous improvement.
Stakeholder & Regulatory Management

Maintain strong relationships with municipalities, regulatory authorities, consultants, and contracting partners.

Facilitate coordination between Execution Sector and Destinations’ teams for seamless execution and handover.
Cost, Value Engineering & Schedule Control

Drive adherence to project schedules and budgets with high accuracy.

Implement value engineering initiatives to optimize cost, quality, and long-term project performance.

Ensure early identification of risks and enforce mitigation plans.
People & Team Leadership

Lead multidisciplinary engineering and project management teams across multiple sites.

Support talent development, technical coaching, and performance management for project teams.

Promote a culture of accountability, collaboration, and safety excellence.
Qualifications

Bachelor’s Degree in Civil Engineering
(Mandatory).

Relevant professional certifications (PMP, PgMP, CCM, or equivalent) are preferred.

15+ years of experience
in large-scale construction, housing development, or civil infrastructure.

Proven ability to manage mega-scale developments (multi-billion-riyal value).

Solid background in both superstructure and infrastructure project delivery.
