Senior Program/Budget Analyst

The Senior Program/Budget Analyst provides high-level strategic advice and expertise on all matters concerning the Army's budget and financial management. This individual will serve as a trusted counselor to the Business Office Staff, offering critical analysis, innovative solutions, and forward-thinking recommendations to ensure the effective and efficient allocation of the Army's financial resources. This role requires a deep understanding of defense budgeting, financial policy, and the operational priorities of the U.S. Army. The Senior Advisor will play a key role in shaping the Army's financial future and ensuring its readiness to meet current and future challenges.


Key Responsibilities

Strategic Financial Planning: Provide expert advice on long-range financial planning, resource allocation, and budget formulation to align with the Army's strategic objectives and the National Defense Strategy.


Policy Analysis and Development:
Analyze complex financial policies and proposed legislation to determine their impact on the Army's budget. Develop and recommend new policies to enhance financial efficiency and effectiveness.


Budget Execution and Oversight:
Monitor the execution of the Army's budget, identify potential issues and recommend corrective actions to ensure fiscal discipline and the achievement of program goals.


Liaison and Communication:
Serve as a key liaison between the Business Office Staff and senior leaders within the Department of the Army, Department of Defense, other military services and congressional staff.


Mentorship and Leadership:
Provide guidance and mentorship to junior analysts and other staff members within the budget office, fostering a culture of analytical rigor and professional development.


Special Projects:
Lead and participate in special projects and high-level reviews of the direction of the Business Office Staff, providing in-depth analysis and actionable recommendations on a wide range of financial and budgetary issues.


Innovation and Modernization:
Identify and advocate for the adoption of innovative financial management practices and technologies to improve efficiency and transparency of the Army's budget processes.


Knowledge:
Expert knowledge of the Planning, Programming, Budgeting, and Execution (PPBE) process, federal appropriations law and DoD financial management regulations.


Leadership:
Proven ability to lead and influence in a complex organization. Experience in advising senior leaders and managing high-performing teams is essential.

Security Clearance: Secret security clearance is required.


Education:
A bachelor's degree in finance, accounting, business administration, economics, public policy or a related field is required. A master's degree is highly preferred.


Experience:
A minimum of 15-20 years of experience in federal government budgeting, financial management, or a related field, with a significant portion of that experience within the Department of Defense.
