Job Summary:
The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff. The CAO organization comprises more than 800 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, childcare, food and vending, procurement, logistics and administrative counsel.
The position is with House Interior Design, Office of Logistics & Support (L&S), Office of the Chief Administrative Officer (CAO), U.S. House of Representatives (House). The purpose of the Office of L&S is to provide important logistical services to the entire House community, including building, repairing, moving, setting up, and breaking down furniture; facilitating office moves; and managing all accountable equipment assets within the House. The purpose of House Interior Design is to serve as the main point of contact for Leadership, Committee and Member office design, specializing in design consultation services using Antique and Unique, Core and Modular furniture from the House inventory as well as special order furnishings to support Finish Schedule projects. This position serves as a Senior Project Designer.
Key responsibilities include planning, managing, and monitoring House Interior Design projects; tracking project progress; coordinating with other personnel both internal and external in support of project progress; creating accurate furniture plans, 3D renderings and visually effective presentations; providing excellent and consistent customer service; serve as an expert in furniture provided by the House, and as a mentor and trainer to colleagues.
The position does not have day-to-day supervisory/managerial responsibilities.
Primary Duties/Responsibilities:
- Provides interior design services to Members, Committees, and House support offices; applies skills and experience to plan, manage, and monitor House related furniture projects, office consultations, and renovations.
- Assists with multiple projects across varying types of design (A&U, Finish Schedule and/or Modular) and can shift priorities quickly as needed to support MCL requests.

Helps manage incoming requests. Answers routine inquiries and ensures that adequate office coverage is maintained during official business hours. Delivers excellent customer service; ensures the availability of support services and provides accurate and timely information.

Establishes and maintains good working relationships with key stakeholders and customers; establishes credibility in all interactions. Coordinates with other individuals/teams within the Office of Logistics and Support, CAO and external agencies (AOC, USCP, Clerk, and HSAA) in support of project completion.

Leads by overseeing and monitoring projects that include floor plans, carpet and drape selections; provides expert assistance and adept guidance in administering, managing, and evaluating these projects. Demonstrates excellent project management skills to include proactive customer engagement and professional written and verbal communication to facilitate project coordination, customer satisfaction, problem resolution, and schedule tracking.

Uses architectural plans to complete office designs; provides guidance and insight on floor plans, item placement, and the usage of various materials; applies industry standards for product specification appropriate for contract/government interiors; applies design recommendation in accordance with the Americans with Disabilities Act (ADA).

Creates realistic 3D renderings incorporating accurate room details using proposed patterns, colors, and finishes.

Evaluates and assesses House furniture assets for condition and required shop-work; collaborates with shops to write corresponding tickets to perform refurbishment and delivery.

Applies knowledge of high quality, American-made commercial, residential and/or hospitality sources for furniture, carpet, and drapery applicable to finish schedule or other special projects.

Conducts vendor outreach and coordination for price quotes, material reserves, and site visits as required to inspect furniture for quality and order accuracy.

Reviews vendor quotes/purchase orders to ensure accuracy and compliance; takes corrective action to rectify problems or prepares recommendations, as needed.

Assist with the curation and evaluation of product lines based on quality, durability, popularity and ease of in-house maintenance and repair.

Distributes various communications to customers, stakeholders, and staff regarding deadlines, policies, business process changes, and other department specific guidelines related to design services.

Presents results, status reports, and analyses to management, including metric reports based on project schedule.

Understands and adheres to policies, procedures, and processes; aids others as needed.

Demonstrates knowledge of the formal and informal structures and workflow within the organization.

Demonstrates an understanding of the legislative environment and the operational practices of the House.

Serves as the Contracting Officer Representative (COR) for design resource contracts.

Assists in planning and executing activities related to the bi-annual Congressional transition and determining resource needs.

Maintains and manages records as appropriate and in accordance with relevant policies and procedures.

Recommends improvements to policies, procedures, and processes; assists in implementing improvements to enhance efficiency and effectiveness.

Minimum Qualifications:

Bachelor’s degree in Interior Design, Interior Architecture or related field.

Minimum of three (3) years of relevant experience.

Software competency in AutoCAD (or similar CAD software for space planning) and SketchUp, Lumion, CET designer (or similar 3D rendering software).

Demonstrated competency in written and oral presentation skills and supporting software such as Microsoft Office, Adobe Creative suite, etc.

Proficient in project management skills, especially workload prioritization and customer service.
- Knowledge of SharePoint, ClickUp, and Microsoft Project is preferred.

Portfolio demonstrating interior design experience including furnishing sourcing and 3D rendering skills.

Work experience within the legislative branch and the House environment (e.g., Capitol Hill, House customers).

Knowledge of the design operations and services offered by the Office of Logistics and Support.

Adept in communicating with high-level stakeholders, customers, and leadership to discuss office designs and relocation efforts.

Ability to manage highly confidential and sensitive information appropriately.
Preferred Qualifications
