About the Role:

We are looking for a Project Engineer / Bid Manager to lead high-value PMC bids and proposals across the MENA region. This role is critical to driving business growth by managing end-to-end proposal development—from RFP review through submission, clarification, and award—ensuring high-quality, compliant, and competitive submissions.

Responsibilities:

Bid & Proposal Leadership

• Manage the full proposal lifecycle for PMC opportunities.
• Review RFPs (technical, commercial, and financial) and prepare tender queries.
• Lead proposal kick-off meetings, define scope, responsibilities, and timelines.
• Develop proposal TOCs, win strategies, and risk registers with mitigation plans.
• Coordinate with technical teams, markets, and communications to deliver compelling proposals.
• Prepare and review technical content including executive summaries, methodologies, schedules, and project understanding.
• Select CVs and prepare organization charts aligned with client requirements.

Commercial & Financial Support

• Prepare Level of Effort (LOE) calculations and support cost benchmarking.
• Develop the base of offer, assumptions, and clarifications.
• Manage subconsultant procurement, scope of services, and quotation evaluations.

Quality, Governance & Delivery

• Lead proposal reviews (strategy, technical, financial, and quality).
• Ensure compliance with company policies, Win Work processes, and client requirements.
• Track timelines, effort, and deliverables to ensure on-time submission.
• Support proposal presentations and client interviews.
• Conduct lessons-learned sessions to continuously improve bid performance.

Collaboration & Mentorship

• Provide technical input to parallel bids.
• Mentor junior and newly joined team members.

Requirements:

Education

• Bachelor’s or master’s degree in engineering, Project Management, or Engineering Management.

Experience & Expertise

• 10+ years of experience in a PMC or engineering consultancy environment.
• Strong experience responding to RFPs for:
• PMC / PMCM
• PMO / CMO
• Engineering and Construction Supervision services
• Solid understanding of consultancy contracts and contractual risk management.
• Proven expertise in cost estimation, deployment schedules, and project programs.
• Experience working with subconsultants and multidisciplinary teams.
• Good knowledge of the AEC industry and MENA consultancy market.
