Role Summary

We are seeking a senior, hands-on civil professional to lead end-to-end delivery of road/highway projects—primarily new construction, with capability to manage rehabilitation/upgrading works as needed. The role owns delivery across time, cost, quality, HSE, and stakeholder management.

Scope of Works (Typical)

· New road construction (urban and intercity): earthworks, subgrade improvement, GSB/sub-base, base course, asphalt binder and wearing course, shoulders.

· Drainage: side drains, cross-drainage works, culverts, retaining/structural elements (where applicable).

· Rehabilitation/upgrading: milling, patching, overlay, widening, strengthening, and junction improvements.

· Road furniture and finishing: kerbs/sidewalks (if applicable), signage, markings, guardrails, and safety works.

Key Responsibilities1) Project Delivery & Site Leadership (Hands-on)

· Lead project execution from mobilization to handover; ensure productivity, method compliance, and continuous work fronts.

· Review/approve method statements and ITPs; ensure resources (plant, manpower, materials) are adequate and optimized.

· Conduct routine site inspections and chair daily/weekly progress meetings.

2) Planning, Progress Monitoring & Reporting

· Develop/approve baseline schedule and resource plan; drive weekly look-ahead and recovery plans.

· Monitor physical and financial progress; ensure accurate measurement, IPC support, and monthly reporting.

· Coordinate surveys, setting out, and quantity tracking aligned with drawings and BOQs.

3) Contractor, Vendor & Stakeholder Management

· Manage contractors/subcontractors (earthworks, asphalt, drainage, road furniture) and enforce performance KPIs.

· Coordinate with client/consultant and authorities for approvals, ROW/access, traffic diversions, and utility shifting.

· Maintain strong documentation: RFIs, site instructions, meeting minutes, and approvals.

4) Quality Assurance / Quality Control

· Implement QA/QC systems for materials and workmanship; ensure compliance with project specs and standards (e.g., NHA/departmental).

· Oversee lab/field testing and acceptance: compaction, gradation, FDT, asphalt mix design/Marshall, density cores, concrete cube tests, etc.

· Manage NCRs, root-cause corrective actions, and rework minimization.

5) Cost Control, Measurements & Commercial Support

· Control project budgets and monitor unit rates, productivity, wastage, and cashflow.

· Review measurements, subcontractor bills, and support variation/EOT/claims documentation when required.

· Ensure procurement planning and timely material availability (aggregate, bitumen, fuel, geotextile, pipes).

6) HSE, Traffic Management & Risk Control

· Enforce HSE and traffic management plans on active roads; lead audits, toolbox talks, and incident investigations.

· Maintain risk register and mitigations for weather, utilities, approvals, material supply, and access constraints.

7) Handover & Closeout

· Ensure as-built documentation, final inspections, snag clearance, and formal handover.

· Support defects liability management and final account closure.

Required Qualifications & Experience

· BE/BSc in Civil Engineering (Master’s preferred).

· 12–18+ years overall experience with 7+ years leading road/highway projects as Project Manager/Senior Manager/Project Director.

· Hands-on expertise in road construction works: earthworks & compaction, subgrade improvement, GSB/sub-base, base course, asphalt binder & wearing course, and shoulders.

· Experience in drainage and cross-drainage works (side drains, culverts) and associated structures where applicable.

· Capability to manage rehabilitation/upgrading works including milling, patching, overlay, widening and strengthening.

· Strong understanding of drawings, BOQs, measurements/IPC support, documentation and project reporting.
