Overview
CCL Global is seeking a Senior Project Manager to lead the delivery of a critical technology package for a utility, including SCADA, ADMS, DERMS, integrations with corporate systems via ESB, hardware infrastructure, and cybersecurity solutions. The role is based in Riyadh.
You will be fully responsible for the project, managing all economic, contractual, technical, and human resources aspects. As the main liaison with the EPC contractor, you will ensure the alignment of our multidisciplinary scope with the master schedule, ensuring cost-effectiveness, the quality of deliverables, and compliance with technical and security contractual requirements.
Key Requirements and Qualifications
- Academic Qualifications and Certifications: University Degree: Bachelor's degree in electrical, Systems, Telecommunications, or Computer Engineering. Essential. Postgraduate Degree: Master's in business administration (MBA), Project Management, or Engineering. Preferred. Certifications: PMP or PRINCE2. Preferred. Certifications in risk management or cybersecurity are a plus. English: Professional proficiency (spoken and written) is essential. Primary language for contracting and technical communication. Spanish and Arabic: Proficiency in any of these languages will be considered a plus.
- Specific Technical Experience: Sector Experience: 15+ years in project management, with a minimum of 5 years leading at least two highly complex smart grid projects in the utilities sector. Key Technologies: Proven experience managing the delivery of SCADA/ADMS and DERMS; Integrations with corporate systems via ESB (Enterprise Service Bus) and SOA architectures to connect with ERP, CRM, GIS, and AMI systems; Cybersecurity: Implementation of frameworks (e.g., IEC 62443, NIST) for OT/IT environments; Infrastructure: Provision and installation of hardware infrastructure (servers, networks, data centers); Contractual Context: Demonstrable experience leading a project as a subcontractor within a Mega-project/EPC framework.
- Core Management Competencies: Financial Management and Forecasting: Direct responsibility for the project's P&L; Experience in preparing financial forecasts, cost control, invoicing, and reporting; Ability to ensure compliance with budget commitments and profitability objectives. Contract and Commercial Management: Experience in subcontract administration with the EPC, including scope management, claims, penalties, and warranties. Quality Management: Experience implementing QA plans to ensure all deliverables meet required standards. People and Multidisciplinary Team Management: Proven ability to lead multinational, multidisciplinary, local, and remote teams, including electrical engineers, software engineers, OT specialists, systems architects, infrastructure architects, cybersecurity experts, and functional consultants.
- Leadership and Personal Skills: Executive Communication: Ability to clearly communicate project status, risks, and economics to the EPC, the end client, and internal management. Conflict Resolution and Negotiation: Ability to mediate disagreements and negotiate assertively and professionally. Risk Management: Vision to anticipate implementation and integration issues or cost deviations and plan and execute mitigations. Resilience and Results-Focused: Ability to operate under pressure in complex and ambiguous environments, focusing on meeting milestones, budgets, and quality. Mobility: Immediately available to be based in Riyadh and travel locally, as required by the project.
Main Responsibilities
- Lead the multidisciplinary team assigned to the project, fostering collaboration and high performance.
- Comprehensively manage the expanded technical scope: ADMS, DERMS, integrations, infrastructure, and cybersecurity.
- Create and update project forecasts, analyzing deviations, and proactively communicating the EAC and mitigation strategies.
- Ensure the quality of all deliverables, overseeing the execution of FAT, SAT, and SIT tests according to agreed protocols.
- Manage the subcontract with the EPC, being responsible for all formal communications, negotiations, and compliance with obligations.
- Ensure compliance with budget commitments.
