The State of New Hampshire, Department of Administrative Services, Division of Procurement and Support Services has a full-time vacancy for a Senior Purchasing Agent.

Summary:

Supervises procurement programs within the Bureau to ensure that program objectives are met including timely and cost-effective procurement of materials, equipment, commodities, and services required by state agencies.

YOUR EXPERIENCE COUNTS : Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.


MINIMUM QUALIFICATIONS:

Education/Experience: Bachelor's degree and 4 years of experience OR equivalent combination of 8 years of education and experience after completion of high school. Education and experience must be as a purchasing agent, procurement of supplies, materials and equipment, contract administration or a related field with at least 2 years of experience in a management level position involving administrative, reporting or analytical duties.

License/Certification: None

Other Requirements: Must be willing to be on-call during off-hours and respond to work within a short time to support Emergency Operations during a state disaster.

RESPONSIBILITIES:

Develops, reviews, analyses and evaluates purchasing programs, rules, procedures, and related contracts as required to provide cost effective goods and services to state government.

Supervises and manages various procurement programs; reviews and evaluates purchasing reports and quality control evaluation data to achieve program objectives.

Meets with vendors and purchasing staff to review vendor and state agency complaints. Resolves customer disputes and acts as second level for dispute resolution. Revises procedures as required to ensure that goods and services are procured in accordance with current law and rules.

Manages commodity and service contracts to ensure compliance with contract terms and conditions. Meets with state agencies to ensure that contracts meet their business needs in an efficient and cost effective way. Reviews request for bids and request for proposals for compliance with proper bidding standards. Develops standard bidding and contract documents for use by staff. Develops training manuals and templates for purchasing staff to utilize.

Serves as mentor for lower-level purchasing agents providing experienced advice and guidance to purchasing team members.

Manages the bidding process, working with program staff and agency personnel to: draft specifications and write solicitation documents, ensure timely publication of procurement notices; and evaluate competitive offerings based on cost, quality, service, availability, reliability and selection variety, including suppliers' price structure and compliance with appropriate regulations, and other various financial information as needed to determine suppliers' solvency.

Negotiates pricing and contractual terms and conditions, prepare and revise contracts for the delivery of required services, and award contracts, purchase orders, ordering agreements and service agreements.

Initiate and maintain emergency service and commodity contracts in support of the ESF-7 Resource Support and the State Emergency Operations Plan, in order to ensure that a wide variety of essential goods and services will be provided during a time of emergency.

Be on call during off hours and respond within a short time frame to the Emergency Operations Center to provide support for ESF-7 Resource Support and the State Emergency Operations Plan.
