The New Mexico Department of Transportation (NMDOT) provides a safe and efficient transportation system for the traveling public while promoting economic development and preserving New Mexico's environment. The Procurement Division is responsible to secure the procurement of commodities at the best obtainable price and delivery while maximizing service to our customers both internal and external. The Purchasing Division is able to research, coordinate, and consolidate purchasing requirements and establish General Services and IT Price Agreements/Contracts for G.O. and Districts. Along with, handling the Department's contracts for Information Systems and special projects through the RFP process and contracts for Capital Improvement Projects.

As a valued new employee to NMDOT, you may be eligible to receive three (3) days of administrate leave upon your start date. This is applicable to external hires not within the State of New Mexico Government.
Why does the job exist?

This position is responsible for processing Invitation to Bids (ITB's) which will convert into price agreements.

Directing internal programs in developing, implementation, monitoring and management of contractual documents in accordance with the NMSA Chapter 13 State Procurement Code, DFA Rules, NMAC and the NMDOT Standard Specs for Highway and Bridge Construction Manual, internal policies and procedures and other duties as assigned.

Process all General and IT sole source procurements, emergency procurements and requests for proposals (RFP's).

Provide guidance and assistance to internal and external customers to ensure compliance with applicable laws, rules and regulations when procuring goods and services.
How does it get done?

This position is responsible for reviewing, analyzing, developing, and processing a variety of procurement documents, including Invitations to Bid (ITBs), Requests for Proposals (RFPs), Price Agreements, Amendments, Sole Source Justifications, Emergency Procurements, Small Purchases, and Professional Service Contracts.

The role conducts thorough audits of purchase orders to ensure compliance with all applicable laws, rules, and regulations by obtaining and reviewing accurate supporting documentation from end users.

The incumbent must demonstrate strong organizational and time-management skills to meet strict deadlines in a high-volume environment.

Minimum Qualification

Bachelor's degree in Business or Accounting and Finance and one (1) year of experience in accounting, finance, purchasing, procurement, and/or warehouse clerking. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling five (5) years may substitute for the required education and experience.
Employment Requirements

Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment.
Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Must be able to lift 25 lbs.
