The Oil Conservation Division of EMNRD regulates oil and gas activity in New Mexico. The Division's core responsibilities include issuing permits for new wells, enforcing state and division rules, collecting data on well production, managing the spill reporting process, ensuring abandoned wells are properly plugged, and requiring the responsible restoration of land affected by oil and gas operations.

This position is part of the Division's Administrative and Financial Bureau. This position serves as the Purchasing Agent for the Oil Conservation Division (OCD). In addition, it will also serve as the division's coordinator for the following programs: Gas cards, P-car holder and fleet services.

Why does the job exist?

The OCD Purchasing and Payables Agent ensures compliance with internal policies and procedures and compliance with the State Purchasing Act, State Purchasing procedures and DFA practices. In addition, the position will ensure all items purchased are received, invoice is processed and all proper documentation is scanned into SHARE for processing by ASD staff. The position will serve as the authorized P-Card holder for the division.

The position will be responsible for working with OCD management and project coordinators to ensure all contracts and grant obligations are encumbered by working with EMNRD General Counsel and ASD staff to get all required signatures and documents processed timely.

As the Division Gas card Fleet coordinator, the position will process all requests by staff for new gas cards, reset password when needed, collect all vehicle logs monthly and conduct random monthly audits of all division gas card use to ensure proper usage and compliance with State rules and regulations and ensure proper controls are in place to prevent misuse of fuel cards. The position will reconcile the vehicle logs to actual receipts.
How does it get done?

1. Prepare division purchases in compliance with internal policies, procedures and compliance with the State Purchasing Act, State Purchasing procedures and DFA practices.
2. Provide assistance to OCD employees in appropriate purchasing procedures according to OCD purchasing policy. Assists division employees in reviewing documents for accuracy.
3.Create internal purchase request document for all P Card purchases ensuring all authorized signatures are done prior to purchase on credit card. Also, reconcile P-Card bank statement to all approved internal purchase documents monthly.
4. Work with OCD management and grant coordinators to ensure that all obligations are entered into SHARE with correct project ID codes and meet grant required time frames.
5. Work with ASD grants management staff to ensure grant projects are entered into SHARE and sufficient budget is setup to meet grant requirements. Also ensure that all grant obligations are closed out within the grant time frame.
6. Manage, Audit and Oversee Division' s fleet Services including WEX Management.
7. Reconcile and audit fuel receipts to vehicle logs and Fleet (Wright Express) monthly invoice for OCD for compliance with internal policies and procedures monthly.

Minimum Qualification

Bachelor's degree in Business or Accounting and Finance and one (1) year of experience in accounting, finance, purchasing, procurement, and/or warehouse clerking. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling five (5) years may substitute for the required education and experience.
Employment Requirements

Must maintain and possess a current New Mexico Driver's License and obtain a Defensive Driving Certificate.
Working Conditions

Primarily office work, work is performed in an office setting, with exposure to Visual/Video Display Terminal (VDT), extensive computer and telephone usage. Must be able to lift 20 lbs.
