Why does the job exist?
The Senior Purchasing Coordinator will:
Focus on purchasing goods and services needed across various Health Care Authority (HCA) Divisions ensuring procurement is compliant with state and federal regulations;
Assist in the development of scopes of work for contracts/agreements to include:
Professional Service Contracts (PSC)
Professional Service Exempt Contracts (PSEC)
Governmental Services Agreements (GSA)
Memorandum of Agreements (MOA)
UNM Addendums
Other agency agreements as needed
Provide technical assistance to HCA staff;
Coordinate with program management to prepare contracts ensuring all required documentation is submitted timely and accurately;
Route and track contracts as they move through the approval process utilizing the agency's Bonfire tracking system.
How does it get done?
The Senior Purchasing Coordinator is responsible for:
Providing contract training and guidance to division staff;
Working within SHARE financial modules-Contracts and Purchasing;
Understanding NM State Procurement Code and DFA Manual of Modeling Accounting Practices (MAPs);
Completing packet submissions to NM State Purchasing Division/Contracts Review Bureau;
Daily processing of contract requests utilizing Bonfire;
Fostering positive relationships with HCA management and staff;
Collaborating with other divisions or departments to meet procurement needs;
Tracking and reporting contract/agreement activities;
Staying informed on changes in laws and regulations related to government procurement.

Minimum Qualification
Bachelor's degree in Business or Accounting and Finance and one (1) year of experience in accounting, finance, purchasing, procurement, and/or warehouse clerking. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling five (5) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid Driver's License.
Must obtain and maintain a Defensive Driving certification.
Working Conditions
Work is performed in an office setting, with exposure to Visual/Video Display Terminal (VDT), extensive computer and telephone usage. Must be able to lift 20 lbs.
