Key Responsibilities
1. Cost Planning & Estimation
- Prepare detailed cost estimates during concept, schematic, and GFC stages.
- Develop item-wise BOQs for civil, architectural, MEP, and medical infrastructure works.
- Analyze rates (DSR / market rate analysis) with a focus on specialized healthcare elements (e.g., OT, ICU, CSSD, radiation areas).
- Advise on cost-impact of design changes and value engineering options.
2. Tendering & Contract Management
- Prepare tender documents: BOQs, technical specifications, preambles, and pricing schedules.
- Evaluate contractor/vendor bids and prepare comparison statements.
- Negotiate rates, contractual terms, and recommend award of contracts.
- Draft contract agreements, amendments, and variations.
3. Cost Control & Budget Monitoring
- Track project cost against approved budgets and report variances.
- Review and certify contractor RA bills and material reconciliation.
- Maintain cost databases specific to healthcare projects.
- Conduct value engineering assessments for budget optimization.
4. Healthcare-Specific QS Expertise
- Knowledge of hospital-specific materials, finishes, and systems (HPL doors, cleanroom panels, medical gas systems, nurse call, modular OTs, lead-lining, etc.).
- Experience in BOQs related to OT complex, ICU, emergency, imaging (MRI/CT), dialysis, laboratories, radiation shielding, and other medical spaces.
- Understanding of NABH, AERB, NBC, and other regulatory cost implications.
5. Coordination & Documentation
- Liaise with architects, MEP consultants, contractors, hospital operators, and project managers.
- Attend project meetings and provide cost-related inputs.
- Maintain documentation for variations, deviations, and change orders.
- Prepare periodic cost reports and cash-flow projections.
6. Claims & Dispute Resolution
- Assess claims related to variations, delays, and additional items.
- Provide contractual and commercial advice to the project team.
- Support in dispute resolution, arbitration, and final account settlements.
Required Skills & Competencies
- Strong command over cost estimation software and MS Excel.
- Deep understanding of DSR, market rates, and healthcare construction standards.
- Excellent numerical, analytical, and negotiation skills.
- Ability to manage multiple contractors and large-scale BOQs.
- Strong written and verbal communication for technical reporting.
Education & Qualifications
- B.E./B.Tech in Civil Engineering or
- Diploma in Civil Engineering with extensive QS experience
- Preferably PG in Contract Management / Construction Economics (optional)
