Senior Quantity Surveyor - Civil

Job Description

The Senior Quantity Surveyor - Marine & Infra Works is responsible for overseeing cost management, estimating, and financial control activities for large-scale marine and infrastructure projects. The role involves reviewing and verifying cost estimates, Bills of Quantities, variation orders, and contractor submissions to ensure compliance with contracts, drawings, specifications, and company requirements. Working closely with design consultants, contractors, and project management teams, the Senior Quantity Surveyor prepares forecasts, monitors project budgets, reviews final cost reports, and supports contractual and financial decision making throughout the project lifecycle. The position also ensures adherence to Hill International's Quality, Environmental, Safety, and Occupational Health policies while maintaining strong client relationships and providing guidance on FIDIC-based cost and contract management practices.

Responsibilities
  • Develop and maintain systems for Design Consultants covering budgeting, cost control, estimating, and reporting.
  • Review construction project activities concerning variations and submissions for management approval.
  • Ensure cost estimating and control requirements for variations are incorporated in tender specification documents.
  • Review the cost estimates submitted by Consultant or Contractor and ensure compliance with agreements, contract drawings and specifications, and company requirements.
  • Review the Bill of Quantities prepared by Design Consultants and Contractors and ensure they are consistent with drawings and specifications.
  • Verify project control budgets and update them as required for management approval.
  • Prepare and review forecasts for final project costs, including variations and commitments.
  • Prepare and update cost data to review the cost estimates submitted by the Design Consultant.
  • Review final cost reports, assets registers, and project closeout reports for compliance with contract requirements.
  • Review change requests, contract trend notices, variation orders, claims, etc.
  • Perform other similar or related duties as assigned.
  • Stay informed of relevant Quality, Environmental, Safety and Occupational Health policies, manuals and procedures within Hill International and ensure continued compliance while employed.
  • Perform duties as assigned by the line manager or supervisor.
Qualifications
  • Bachelor's degree in engineering, Quantity Surveying, or a relevant field.
  • 15 years of relevant experience.
  • Certified Chartered Quantity Surveyor preferred.
  • Understanding of costs and FIDIC.
  • Good interpersonal skills and ability to work well in a team environment.
  • Strong computer skills, including Microsoft Word and Excel.
  • Ability to develop good working relationships with clients and their agents.
  • Strong verbal and written communication skills in English.
