This Opportunity

Bay West is seeking a Senior Health & Safety Specialist to lead the advancement of our health and safety programs across diverse environmental and industrial projects. This senior-level role is instrumental in shaping, implementing, and overseeing strategies that ensure all operations exceed federal, state, and corporate safety standards.

You will serve as a trusted advisor and technical expert to project managers, field teams, and leadership, driving our culture of safety excellence through strategic guidance, advanced exposure assessment, and proactive risk management.

This position is primarily office-based with regular engagement in field environments to support complex operations.

Key Responsibilities

Health & Safety Program Management

  • Lead the development, review, and approval of Site Safety and Health Plans (SSHPs) and Emergency Response Incident Action Plans (IAPs) for diverse, high-risk projects.
  • Serve as the subject matter expert in Chemical Safety Management, identifying, evaluating, and controlling chemical risks across operations.
  • Apply judgment to determine appropriate levels of PPE and respiratory protection, leveraging exposure data and project-specific conditions.
  • Design and oversee exposure monitoring programs using validated sampling and analytical methods, including real-time instrumentation for chemical, physical, and biological stressors.

Regulatory Compliance and Risk Management

  • Interpret, apply, and communicate complex OSHA, EPA, and DOT regulations to ensure full compliance across all operational areas.
  • Lead the Respiratory Protection Program, including SCBA and SAR inspections, fit testing, and training.
  • Provide technical leadership in Permit-Required Confined Space (PRCS) operations, including IDLH conditions, atmospheric monitoring, and proper ventilation protocols.
  • Oversee OSHA recordkeeping (300 logs), compliance reporting, and maintenance of all regulatory documentation.
  • Implement and continuously refine risk management practices aligned with the hierarchy of controls, driving systemic improvement and hazard reduction.

Program Development and Coordination

  • Manage and continuously improve Bay West’s facility safety programs including AED Readiness, Severe Weather, Fire Prevention, and site safety audits.
  • Oversee the company’s Learning Management System (LMS), ensuring effective training delivery, tracking, and regulatory compliance.
  • Develop, update, and deliver Safety SOPs, corporate manuals, and training modules, ensuring relevance and alignment with evolving standards.
  • Provide mentoring and technical guidance to junior safety professionals and project teams.

Incident, Claims, and Data Management

  • Lead incident investigations, root-cause analyses, and near-miss reviews, ensuring timely corrective actions and lessons learned dissemination.
  • Manage workers’ compensation claims, maintaining proactive communication with internal and external stakeholders.
  • Develop and distribute safety performance reports, trend analyses, and data-driven recommendations to leadership.

Auditing, Analysis, and Continuous Improvement

  • Conduct formal and informal audits of project sites, facilities, and contractors to ensure safety compliance and continuous improvement.
  • Perform complex exposure assessments, interpreting data to recommend preventive and corrective actions across chemical, physical, ergonomic, radiological, and biological hazards.
  • Evaluate exposure data—both collected internally and provided externally—to identify appropriate management, medical, engineering, training, or PPE-based controls.
  • Maintain third-party safety database profiles and manage subcontractor prequalification processes.

Collaboration and Communication

  • Partner with Human Resources and Fleet Management to administer driver qualification and vehicle safety programs.
  • Lead safety committee and staff meetings, driving engagement and accountability across all levels.
  • Deliver New Hire Safety Orientations and ongoing workforce training with clarity and authority.
  • Communicate effectively with employees, clients, and regulatory agencies through concise reports, presentations, and direct consultation.

Who You Are

Required Qualifications

  • Bachelor’s degree in Environmental, Health, and Safety (EHS), Industrial Hygiene, or a related discipline.
  • Five or more years of progressive experience in industrial, construction, or environmental health and safety.
  • Professional credential such as CSP, CIH, ASP, OHST, or GSP (CSP/CIH strongly preferred).
  • Demonstrated expertise in:
    • Chemical Safety Management (identification, evaluation, and control of chemical risks)
    • Exposure Monitoring & Sampling (chemical, physical, biological)
    • Implementation of the Hierarchy of Controls
    • Environmental and Human Health Protection
    • Permit-Required Confined Space Entry (including IDLH conditions and ventilation)
    • Exposure Data Analysis and Control Strategy Development
  • Valid driver’s license with a clear motor vehicle record.
  • Ability to travel up to 15% to support project and field operations.

Preferred Qualifications

  • Experience in environmental consulting, site remediation, or industrial operations.
  • Advanced understanding of OSHA 1910/1926, EPA, and DOT compliance frameworks.
  • Strong analytical, leadership, and communication skills with demonstrated success influencing cross-functional teams.

Physical and Work Requirements

  • Ability to perform work in both office and field environments, including site visits to active project locations.
  • Must be able to wear appropriate PPE and perform safety inspections under various environmental conditions.
