Senior Site Civil Engineer (Infrastructure, Deep Utilities & Enabling Works)

Role Overview

We are seeking an experienced Senior Site Civil Engineer with a strong construction contracting background to lead the execution of major infrastructure projects. The successful candidate will oversee all site operations, from mass earthworks and enabling works through to complex deep utility installations and electrical substations.

This role requires a proactive, contractor-focused professional with a proven ability to optimize resources, manage production targets, and successfully navigate the regulatory and geographical requirements of projects within the Emirate of Sharjah.

Key Requirements & Qualifications Education

  • Bachelor's Degree in Civil Engineering from an accredited university, recognized under UAE regulations.

Experience

  • Minimum 10 years of progressive experience in civil infrastructure construction.
  • Proven experience with Tier 1 or Tier 2 Civil Construction Contractors.
  • Strong main contractor background with extensive site execution experience.
  • Minimum 5 years of UAE experience, with a successful track record delivering infrastructure projects in Sharjah and/or Dubai.

Technical Expertise

The ideal candidate must have proven experience in the following:

Enabling Works

  • Mass excavation, cut and fill operations.
  • Site grading and soil stabilization.
  • Compaction testing.
  • Temporary shoring systems.
  • Earthwork planning and execution.

Deep Underground Utilities

  • Sewer networks.
  • Stormwater drainage.
  • Potable water networks.
  • Irrigation systems.
  • Pressure pipelines.
  • Firefighting networks.
  • Micro-tunnelling.
  • Sewerage Treatment Plants (STPs).
  • Complex dewatering systems.
  • Utility corridors and associated infrastructure.

Electrical Substations

  • Construction and execution of 33/11kV 40MVA Primary Substations.
  • Construction of 11/0.4kV 2000kVA Distribution Substations.
  • Coordination of all civil, MEP, and utility interfaces.

Sharjah Authority & Regulatory Experience

Applicants must demonstrate hands-on experience coordinating with local authorities, securing approvals, inspections, and project handovers, including:

  • Sharjah Roads and Transport Authority (SRTA)
  • Sharjah Electricity, Water and Gas Authority (SEWA)
  • Sharjah Municipality (Town Planning, Drainage Department, and Building Inspection)

Key SkillsLeadership

  • Strong leadership and team management skills.
  • Ability to mentor Site Engineers, Inspectors, Supervisors, and subcontractors.

Communication

  • Excellent written and verbal communication skills in English.
  • Ability to prepare:
  • Technical reports
  • Requests for Information (RFIs)
  • Material Requests (MRs)
  • Progress reports
  • Site correspondence

Arabic language proficiency is an advantage but not mandatory.

Certifications (Preferred)

  • UAE Society of Engineers (SOE) registration.
  • Municipality-approved engineer/cardholder status.

Key ResponsibilitiesSite Execution

  • Lead and supervise all infrastructure and civil construction activities.
  • Ensure work is completed safely, on schedule, and in accordance with project specifications.
  • Coordinate with consultants, clients, subcontractors, and authorities.

Earthworks Management

  • Plan and optimize mass earthworks.
  • Balance cut-and-fill quantities to minimize disposal and import costs.
  • Manage heavy equipment utilization and daily production targets.

Deep Utility Construction

  • Supervise deep excavations and utility installations including:
  • Sewerage
  • Stormwater
  • Potable water
  • Irrigation
  • Firefighting
  • Roadworks
  • Street lighting
  • Cable trenches and utility corridors
  • Ensure compliance with UAE authority requirements and local construction standards.

Planning & Commercial Management

  • Monitor construction progress against Primavera P6 schedules.
  • Prepare daily, weekly, and monthly progress reports.
  • Identify delays, variations, and additional works.
  • Prepare RFIs and support contractual documentation.

Subcontractor Management

  • Evaluate and manage specialist subcontractors for:
  • Shoring
  • Piling
  • Dewatering
  • Testing
  • Utility works
  • Monitor productivity, quality, safety, and contractual compliance.

Health, Safety & Quality

  • Enforce strict HSE requirements for:
  • Deep excavations
  • Heavy earthmoving operations
  • Confined space entries
  • Utility installations
  • Ensure compliance with project quality standards and local authority regulations.
