Responsibilities
:

Perform technical documents review and supervision tasks related to Telecom systems installation, testing and commissioning for different Telecom systems including Public Address system, CCTV system, Access Control system, Perimeter Intrusion Detection system, Security Screening systems, Master Clock system, Structure Cabling Network, Visual information display systems, Wireless Data system, IP Telephony, Data Communication systems and integration systems.

Attend site technical coordination meetings to discuss contractor(s) submissions, shop drawings, material submittals and construction related matters ensuring that all statutory authority No Objection Certificates (NOC)/permits/design approvals are available on site for construction.

Participate in sire inspections as required and Raise non-conformance notices (NCNs) reports, site inspections notices (SINs), and identify quality deficiencies in conjunction with the Resident Engineer (RE).

Ensure safe working practices including compliance with permits to work system & DAR Standard Operating Procedures are implemented by Contractors and Subcontractors staff its acceptability for use on the project.

Review and forward comments on the contactor’s Shop Drawings, Material Submission, Method Statement for execution of the works and approve the contractor’s operations & maintenance manuals.

Monitoring the progress of the work against the approved contractor programme of works.

Prepare and maintain logs for Technical documents status including approvals, pending submissions, testing activities and commissioning.

Works with other agencies/departments for purposes of evaluating telecommunications systems and requirements, and recommends modifications and/or new equipment; analyzes technical problems and recommends appropriate corrective measures.

Assists in developing medium and long range telecommunications plans, developing cost estimates for budgetary purposes, researching and recommending alternatives which will best meet their operational requirements and budgetary constraints.

Conducts technical field surveys to determine telecommunications site locations; develops detailed system design criteria; prepares equipment specifications and assists in procurement processing; evaluates equipment to determine compliance with specifications.

Prepares engineering instructions for installation or modification of new or replacement equipment. Determines most cost effective method of installation/modification.

Supervises the on-site installation/ modification of projects and coordinates with field technicians or contractors until the project is complete and operational. Evaluates system performance following installation and/or modification of equipment.

Sets data communications standards and recommends cost effective methods of data transmission between County offices. Continually reviews current methods of voice, video and data transmission. Evaluates the use of new transmission technologies.

Conducts engineering studies; prepares technical reports; compiles data evaluating and justifying requests for equipment and material to be included in the budget.

Perform any other jobs as may be assigned by the superiors.
Requirements
:

Master’s/Bachelor’s degree in Telecommunications Engineering, Electrical/Electronic Engineering, or a related field.

Minimum of 15 years’ experience in telecommunications engineering.

Strong project management and leadership skills.
