SOCOTEC ARABIA has been appointed as the PMO for a high-profile, confidential development program in Riyadh City. As part of a flagship construction program in Riyadh, we are seeking a highly experienced Senior Wet Utilities Engineer. The ideal candidate will have a proven track record of managing complex wet utilities projects (potable water, wastewater, stormwater, TSE, pumping stations, transmission pipelines, reservoirs) within large-scale urban and infrastructure developments.
The candidate must bring over 20 years of professional experience, including at least 7 years in Saudi Arabia, with extensive exposure to Riyadh-based projects and direct engagement with local authorities and key stakeholders. Experience in international consultancies or reputed engineering firms is strongly preferred
Job Description
Key Responsibilities

Lead the planning, design, and delivery of wet utilities infrastructure for large-scale urban and regional development projects in Riyadh.

Coordinate and oversee potable water supply, wastewater networks, stormwater drainage, TSE networks, pumping stations, reservoirs, and utility corridors.

Manage and review technical designs, feasibility studies, tender documents, and construction packages to ensure compliance with KSA regulations and project standards.

Act as the primary liaison with Riyadh-based authorities (SWCC, NWC, RCRC, MOMRAH, municipalities), ensuring smooth approvals, stakeholder alignment, and timely resolution of technical issues.

Provide technical leadership to multidisciplinary project teams, ensuring integration across planning, urban design, infrastructure, and environmental disciplines.

Supervise consultants and contractors, ensuring quality control, compliance with design codes, and adherence to project timelines.

Support risk management, budget monitoring, and project reporting for senior leadership.

Contribute to strategic infrastructure planning and capacity studies to support long-term growth and urban regeneration initiatives.
Qualifications
Qualifications & Experience

Education: Bachelor’s degree in Civil Engineering (Master’s preferred).

Experience: Minimum 20 years in wet utilities engineering, with at least 7 years in Saudi Arabia on major infrastructure/urban development projects.

Stakeholder Management: Proven track record of engaging with Riyadh authorities on approvals and technical negotiations.

Projects: Demonstrated experience on at least 3–5 large-scale urban development or infrastructure programs in Riyadh or the wider GCC.

Skills: Strong project management, design management, and stakeholder engagement skills; proficiency in hydraulic modeling, design software, and project management tools.

Certifications: Membership with Saudi Council of Engineers; PMP or equivalent certification is a plus.

Languages: Excellent English; Arabic an advantage.
