Executive Opportunity: Senior/Executive Director, Procurement (Multi-Site)

Position Overview:

We are seeking a strategic and results-driven manager to lead procurement operations across three drug product CMO pharmaceutical manufacturing sites. As a member of the senior leadership team reporting directly to the Group CEO, this role will define and execute sourcing strategies, drive cost optimization and synergies across plants, optimize inventory levels and ensure supplier performance and compliance. The successful candidate will oversee a team of Buyers (direct and indirect), will play a pivotal role in achieving enterprise-wide value and operational excellence and will lead significant cost savings initiatives.

Sites Supported: Halo Canada, Mirabel QC, Halo US – Whippany NJ, Woodstock Sterile Solutions – Woodstock IL

Combined Spend Responsibility: Approx. $100MM USD

Location: Either Halo site (Mirabel, Québec • Whippany, NJ) or Woodstock site, IL


Key Responsibilities:

1. Strategic Sourcing & Supplier Management

  • Develop and implement short and long-term sourcing strategies for raw materials, packaging components, MRO/services and equipment.
  • Lead high-level negotiations to ensure cost competitiveness, quality, and reliability.
  • Build expertise in global sourcing and importation of pharmaceutical materials, including customs clearance.
  • Work with customers to drive better sourcing options improving savings to the business and supplier quality/reliability
  • Establish strong supplier relationships and drive continuous improvement.

2. Procurement Operations

  • Oversee procurement activities across all sites, ensuring timely and compliant material availability.
  • Lead and develop a team of Buyers (direct and indirect) to support production and business needs.
  • Oversee procurement budgets across all sites and lead enterprise-wide cost optimization initiatives, leveraging cross-site collaboration, strategic sourcing, and supplier consolidation to maximize savings and operational efficiency.

3. Compliance & Risk Management

  • Ensure procurement practices meet FDA, cGMP, customer and internal regulatory standards.
  • Identify and mitigate supply chain risks to protect business continuity.
  • Improve operating margins through lower cost procurement efforts

4. Executive Collaboration & Leadership

  • Partner closely with Site Leadership to align procurement strategies with site-level operational goals.
  • Collaborate with leaders in Quality, Production, Engineering, New Product Development, and Finance.
  • Support strategic initiatives including new product launches, process changes, and capacity planning.
  • Represent procurement in senior leadership meetings and contribute to company-wide decision-making.
  • Participate and present in board meetings procurement results as needed.

5. Data & Performance Reporting

  • Develop and monitor procurement KPIs including cost savings, supplier adherence, and inventory impact.
  • Present performance insights and strategic recommendations to the Group CEO and senior leadership.
  • Champion digital tools and analytics to enhance procurement visibility and efficiency.

Position Requirements:

Education:

  • Bachelor’s Degree in Procurement, Supply Chain, Business Administration or related field
  • APICS or equivalent certification is a strong asset

Experience:

  • 10+ years in procurement leadership, preferably in pharmaceutical or life sciences
  • Proven track record in executive-level sourcing, negotiation, and supplier management
  • Experience working with North American and/or global suppliers, including contract negotiation, import/export logistics, and supplier performance management
  • Strong understanding of Health Canada, FDA, cGMP, and regulatory compliance
  • Experience with ERP systems (SAP) JDE and Excel
  • Prior experience managing multi-site teams and strategic initiatives

Physical Requirements:
