The Vermont Department of Labor’s Workforce Development Division is a state government entity committed to improving the lives of working Vermonters by strengthening the state’s workforce system and connecting individuals to meaningful employment opportunities. As stewards of public and federal taxpayer resources, the Division is responsible for ensuring that workforce programs are effective, accountable, and aligned with the needs of Vermonters and employers. Administered from Montpelier and delivered through job centers across the state, the Division oversees workforce programs that support job seekers, employers, and communities. The Division serves a broad range of Vermonters, with a particular focus on individuals facing barriers to employment, including low-income individuals, youth, veterans, individuals with disabilities, justice-involved individuals, and those experiencing long-term unemployment. Services are also provided to employers across industries to help meet workforce needs and support economic growth. Core poverty alleviation activities focus on helping individuals access employment, training, and career pathways that lead to family-sustaining wages. This includes career counseling, job placement assistance, skills training, and work-based learning opportunities such as registered apprenticeship. The Division also works to reduce barriers to employment by connecting individuals to supportive services and coordinating with partner organizations. In addition, the Division aligns workforce, education, and economic development efforts across the state. Through data-informed decision-making and continuous improvement, the Department ensures that workforce programs deliver measurable impact and responsible use of public funds.
Member Duties : The VISTA Volunteer will support development of a performance and continuous improvement framework for workforce programs. This role focuses on building tools, processes, and data systems that improve evaluation, participant engagement, and connections to employment. Key Responsibilities: • Develop and implement a performance framework • Review research on workforce program outcomes • Design dashboards and reporting tools • Create templates for evaluation, feedback, and follow-up • Support continuous improvement processes • Develop and deliver staff training • Facilitate cross-program coordination and document best practices
