Main Tasks and Responsibilities:
Interdisciplinary Contract Management
Establish contractual documents, optimize economic performance of operations, and maintain contracts for Production, Maintenance & Inspection, Logistics, HSE, Security, Training, and other operational scopes. Ensure strict compliance with company standards and requirements.
Health, Safety & Environment (HSE)
- Demonstrate personal commitment to HSE Policy.
- Participate actively in company safety awareness initiatives.
- Ensure C&P staff understand and discuss responsibilities detailed in Health, Safety, and Environmental Policy.
Contracting Strategy & Planning
- Develop a Master Procurement Plan aligned with project objectives, risk profiles, and market conditions.
- Define sourcing plans for major services and scopes.
- Conduct market intelligence and supplier capability assessments.
- Prepare and issue RFQs/ITTs with clear technical, commercial, and HSE requirements.
- Manage tender processes, including clarifications and bid conferences.
- Lead bid evaluations using structured commercial and technical methodologies.
Contract Negotiation & Award
- Draft and negotiate contracts covering commercial terms, liabilities, warranties, and performance guarantees.
- Coordinate with legal and finance for compliance with governance and regulatory requirements.
- Recommend contract awards with robust evaluation and justification.
Contract Administration & Performance Management
- Deliver quality, cost-effective, and timely contracts and Purchase Orders.
- React efficiently to operational changes and breakdowns.
- Optimize economic performance while enhancing local content.
- Manage post-award activities including kick-off meetings, performance monitoring, and compliance reviews.
- Handle contract variations and claims with proper documentation and negotiation.
- Track contract KPIs and ensure supplier commitments.
Supplier & Stakeholder Engagement
- Maintain strong supplier relationships with ethical, transparent procurement practices.
- Collaborate with operational stakeholders to align procurement with technical needs.
- Support project leadership with commercial insights, risk assessments, and decision-making inputs.
Spare Parts & Stock Management
- Work with Maintenance & Inspection Manager to ensure adequate spare parts levels.
- Verify proper usage of SAP MM for optimum spare parts and stock management.
- Lead system evolutions of computerized stock management.
- Coordinate with Supply Chain & Marine Manager for urgent items.
- Participate in stock reduction initiatives.
Compliance, Governance & Systems
- Ensure adherence to company rules, JV requirements, and applicable laws (including tax and customs regulations).
- Integrate HSE and quality standards into all contracting activities.
- Include HSE requirements in contracts and evaluations.
- Ensure proper administration, filing, and updating of documents in SAP, Agora, or central drives.
- Manage, coach, motivate, and develop C&P department personnel.
- Develop Individual Development Plans (IDPs) based on competency gap analysis.
Personnel Development & Competency
- Support recruitment, training, and development of C&P personnel through competency-based plans.
- Oversee team performance and provide coaching for operational excellence.
- Manage efficient cost control by coordinating with multiple stakeholders.
- Participate in Pre-OPEX and OPEX budget elaboration and control for C&P matters.
- Ensure MARSA LNG rules and specifications are implemented for all C&P topics.
Education Requirements:
- Master’s degree in procurement discipline or equivalent.
Language Requirements:
- Excellent written, read, and spoken English (required).
- Arabic appreciated.
Background and Experience:
- Relevant successful experience in managing Maintenance, Inspection, and Logistics contracts in an operational O&G environment.
- Experience in C&P Team Management.
- 10 to 15 years’ experience in purchasing and contracts, preferably in O&G industry.
