Shaqra Industrial Cit Manager

Objective:

Leading the improvement and development of the industrial city's operating performance through comprehensive supervision of the daily operational processes, monitoring contracts, services, and operating and development projects, raising the efficiency of performance and the quality of services provided to investors and beneficiaries, and ensuring operational sustainability, in line with the Authority's regulations, standards, and technical policies.

Education:

Bachelor’s / master's degree in engineering or an equivalent field.

Experience:

Minimum 8 Years.

Technical functions:

• Supervising the enhancement of efficiency and quality of operational processes in the industrial city by directing work teams and improving performance methods to ensure achieving the highest levels of operational effectiveness and productivity targeted across various operation and maintenance activities.
• Following up on the performance of industrial cities and levels of profitability and revenues by analyzing financial and operational performance reports and developing improvement initiatives that contribute to enhancing operational efficiency and achieving the financial sustainability of the city.
• Leading factory inspection activities, reviewing plans, and issuing and renewing operating licenses through coordinating efforts with relevant departments to ensure full compliance with approved regulations and technical requirements.
• Participating in developing relationships with government entities, investors, and strategic partners by activating joint communication channels and exchanging expertise to enhance investment attraction and support industrial development in the city.
• Supervising the implementation of service-site visits and organizing the issuance of operational licenses in accordance with the requirements and regulations to ensure the quality of provided services and investor satisfaction.
• Managing the allocation of industrial lands in coordination with the concerned authorities by studying applications and verifying their alignment with master plans in order to achieve optimal land use.
• Ensuring the provision of daily services to partners and investors with high efficiency and quality by directing field support teams and monitoring performance reports to ensure the sustainability of operational services.
• Following up on financial collection levels and analyzing periodic reports to identify shortcomings and take corrective actions that contribute to enhancing financial sustainability.
• Building strategic partnerships with government entities and service providers to improve integration between different sectors and enhance the efficiency of infrastructure operations.
• Following up on the implementation of operational contracts and usufruct agreements in the industrial city and monitoring their field performance to ensure the contractual terms are executed according to the highest technical standards.
• Supervising the follow-up of water companies’ activities, reviewing their invoices, and ensuring the quality of their services to guarantee operational efficiency and the safety of infrastructure.
• Monitoring efforts to address stalled or problematic sites by identifying root causes and developing practical corrective plans to restore operational efficiency and ensure continuity of services.
• Reviewing the industrial city's master plan and updating land uses in alignment with future development requirements and investment opportunities.
• Following up on licensing processes, factory plans, and inspection team visits to ensure full compliance with all applicable regulations and standards.
• Organizing the effective use of available operational and human resources to achieve maximum benefit and allocate efforts in support of the authority’s operational priorities.
• Ensuring full compliance with regulations, policies, and organizational procedures by guiding teams to adhere to institutional standards and authority requirements.
• Monitoring industrial safety and security programs and evaluating the extent of operational teams' commitment to applying the authority’s standards to ensure a safe and sustainable work environment.
• Enhancing coordination with entities responsible for crisis and disaster management to ensure rapid response and continuity of operational activities without interruption.
• Following up on improvement and development programs in the fields of operations and maintenance through adopting modern practices and quality management standards to enhance work efficiency and achieve operational excellence.
• Supervising the execution of specialized and construction-related inspection visits to assess the quality of field implementation and ensure adherence to regulatory standards.
• Organizing coordination with service providers within the industrial city to follow up on ongoing projects and issue excavation permits to ensure work progresses without delay.

General Tasks:

• Ensuring the translation of the department’s strategy into operational work plans to ensure alignment and integration with the administration’s strategy and the authority’s strategic direction.
• Managing the achievement of the department’s operational objectives by defining individual goals, motivating the team, and leading it to enhance performance.
• Leading talent development initiatives within the department in cooperation with Human Capital to ensure the availability of the appropriate competencies.
• Preparing the department’s operational budget and monitoring financial performance to ensure that activities are implemented within the specified financial framework.
• Supervising the implementation of policies, procedures, and controls related to the department’s activities to ensure compliance and achieve operational efficiency.
• Leading continuous improvement initiatives in systems, processes, and practices to enhance productivity and reduce costs in line with global standards.
• Ensuring reports are prepared on time and accurately, in accordance with management requirements and standards.
• Carrying out any other tasks within the scope of the job level and specialization.
