ABOUT THIS POSITION


The Traffic Services Division, within the Street Transportation Department, is committed to ensuring the safe movement of both traffic and pedestrians. This division is responsible for various tasks, including maintaining street signs and traffic signals, managing left-turn arrows, implementing school safety measures, removing visibility obstructions, overseeing on-street parking, managing neighborhood cut-through traffic, initiating traffic safety programs, and issuing permits for right-of-way use.

The Traffic Services Division is seeking a Signal Systems Specialist I to join the Traffic Management Center (TMC). The TMC operates 24/7 to coordinate and monitor transportation operations, aiming to manage traffic flow, reduce congestion, and improve safety throughout the city.

The Signal Systems Specialist I role performs real-time traffic analysis to identify issues such as congestion or accidents and makes dynamic adjustments to signals to improve traffic flow. This position will perform work involving precise technical knowledge gained through training or experience of a variety of traffic engineering problems in the field and office.

Responsibilities include:

  • Conducting traffic engineering studies.
  • Implementing new technology for the ATMS.
  • Gathering traffic data and converting it to a usable format.
  • Programming computerized traffic signals and controllers.
  • Performing technical duties such as signal timing and coordination.
  • Maintaining the network for the central computer system for traffic signals.
  • Serving as a liaison between agencies involved in the construction and operation of traffic signals.
  • Troubleshooting and problem-solving central control equipment, intersection signal controllers, and auxiliary equipment, including the interconnect system.

This position will report to the TMC is located inside the Traffic Signal Shop at 2141 E. Jefferson. Currently, the TMC has two shifts:

  • Monday through Friday: 6:00 am to 2:30 pm
  • Monday through Friday: 11:30 am to 8:00 pm.

Please note: Due to the importance of proper traffic signal operation for vehicles and pedestrians, this position requires the availability to work scheduled and unscheduled overtime, off-shift, standby, and some weekends, as necessary.

IDEAL CANDIDATE

  • Proficiency in signal controller technologies and traffic management software.
  • Knowledge of:
    • Traffic signal operations, engineering principles, and signal timing coordination.
    • Network communications (IP-based systems, fiber optics) and data analysis tools like Microsoft Excel.
  • Ability to:
    • Interpret and work with engineering plans and traffic models.
    • Troubleshoot and solve technical problems related to traffic control equipment and interconnect systems.
    • Collaborate with engineers, technicians, contractors and multiple agencies on system installation or maintenance.
    • Work safely without presenting a direct threat to self or others.
    • Independently manage own time and responsibilities.
    • Accurately enter data or information into a terminal, PC, or other keyboard device.
    • Express complex technical matters related to traffic engineering concerns and signal timing issues in terms that are meaningful to non-professional people.
    • Follow written and verbal instructions.
    • Work cooperatively with the general public.
    • Interpret graphic instructions such as blueprints, schematic drawings, layouts, or other visual aids.
    • Conduct independent investigations of traffic engineering problems.
    • Communicate verbally and in writing in the English language with customers, clients, and the public using a telephone, email, business letter, or in a one-to-one or group setting.
    • Observe or monitor people's behavior and objects to determine compliance with prescribed operating and safety standards.
    • Determine adherence to traffic engineering specifications on construction jobs, and to work effectively with contractors and construction supervisors in securing compliance with specifications.

SALARY


Pay Range: $31.82 to $47.01 per hour.

Hiring Range: $31.82 to $42.64 per hour.

Internal Only: Please understand that this is pay grade 055. If selected, your salary offer will be based on the applicable promotion or demotion worksheet in accordance with the City Pay Ordinance.

  • Promotions occur when the last two digits of the pay grade increase.
  • Demotions occur when the last two digits of the pay grade decrease.
  • Lateral transfers occur when there is no change to the last two digits of the pay grade.
  • When there is a change in the first digit of the pay grade, there may also be a change to your classification or unit.

MINIMUM QUALIFICATIONS

  • Three years experience in paraprofessional engineering work.
  • One year of traffic engineering work.
  • Supplemented by college level courses in traffic engineering, basic computer programming and systems analysis, or a related field.
  • Other combinations of experience and education which meet the minimum requirements may be substituted.
  • Working irregular hours, second and/or third shifts, weekends, holidays, evenings, and overtime may be required.
  • All finalists for positions are subject to a criminal background check applicable to the department or position.
  • Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

PREFERRED QUALIFICATIONS


The minimum qualifications listed above, plus:

  • One year as a Traffic Signal Technician or Traffic Engineering Technician.
  • Experience with/in:
    • Utilizing Siemens Next Phase software.
    • Managing and prioritizing project assignments to meet competing deadlines.
    • Performing traffic analysis and calculations, including conducting field investigations.
    • Signal timing equipment and software with a solid understanding of signal timing and programming principles.
    • Software tools such as KITS, Synchro, TransSuite, Acyclica/ARID, NextEdit, AutoTurn, Visual 2017, TranSync, HCS and VISSIM is desirable.
    • Installing, programming, and troubleshooting Traffic Signal Controllers (ASC2, ASC3, Cobalt, M60, 2070 and other Intelligent Traffic Controllers).
