Key activities and competencies
Strategic:
  • Ensure construction activities align with the project contract and timelines.
  • Develop and implement risk management strategies to mitigate potential construction risks.
  • Promote and integrate sustainability practices within the construction processes.
  • Develop and implement policies and standards for Construction
  • Develop and implement risk management strategies to mitigate potential operational risks.
  • Monitor and supervise Contractor’s all construction activities by managing Owner’s site team and supporting Construction Director
  • supervises and monitor site performance with respect to safety, health, environmental and social issues, and ensure Project objectives are achieved[AR1] [LA2]
Operational:
  • Ensure the construction site operates with high standards of safety, efficiency, and compliance with regulations.
  • Monitor and supervise Contractor’s implementation of effective construction methods and techniques.
  • Manage the interface between both the BOP Contractor and the Supplier.
  • Lead and manage the grid connection scope, including substation, transmission interfaces, and grid compliance activities from engineering through energisation and transfer to SEC.
  • Establish, implement, and enforce SEC and SPPC interface procedures from Kick‑Off Meeting (KOM) through energisation and commercial operation.
Engineering & Design Review
  • Manage and coordinate the review of all grid connection, substation, and interface engineering deliverables prior to submission to SEC and SPPC.
  • Supervise and validate grid compliance and power system studies, including load flow, short‑circuit, protection coordination, dynamic studies, harmonic analysis, grounding/earthing, arc‑flash, and transient stability, in line with the Saudi Grid Code.
  • Ensure application of safety‑by‑design principles, cybersecurity requirements, and SEC substation engineering standards.
Construction, Testing & Commissioning
  • Oversee contractor execution of Plant substation and grid interface works in accordance with the BOP Contract, SEC standards, and approved designs.
  • Supervise Factory Acceptance Tests (FATs), Site Acceptance Tests (SATs), commissioning, and performance testing related to scope.
  • Manage energisation readiness, outage coordination, and interface approvals with SEC to achieve safe and timely energisation.
Interface Management
  • Act as the single point of contact with SEC (Transmission & Distribution) and their appointed consultants for all substation interface matters.
  • Organise and lead interface meetings, including monthly coordination meetings, design review workshops, and ad‑hoc technical sessions, and issue formal minutes and action tracking.
  • Coordinate SPPC’s parallel technical and contractual reviews of grid and interface submissions.
  • Monitor and follow up on auxiliary power supply and back‑feed approvals from SEC Distribution.
  • Document & Communication Control
  • Manage cover letters, technical transmittals, interface memos, and submissions in strict accordance with SEC and SPPC procedures and timelines.
  • Maintain and control the Master Document Register (MDR) for all grid, substation, and interface deliverables.
  • Ensure full compliance with SEC document control, numbering, and correspondence requirements.
Risk, Compliance & Reporting
  • Identify schedule, approval, and interface risks related to SEC and SPPC processes and develop effective mitigation measures.
  • Provide technical and procedural support to stakeholders, including supplier, Owner’s Engineer, SEC, and SPPC.
  • Consolidate both BOP and Supplier monthly reports covering engineering, procurement, construction, testing, schedules, and look‑ahead plans for submission to SPPC and SEC.
  • Prepare internal management reports for ENGIE leadership highlighting risks, approvals status, compliance gaps, and progress.

Required Qualifications
  • Bachelor’s degree in Electrical Engineering (Master’s preferred).
  • Minimum 15 years’ experience
  • Proven track record in IPP projects in KSA or GCC with direct TSO/DSO interface management.
  • Strong knowledge of BOP Contract requirements for ESF and interfaces and SEC communication protocols and approval procedures.
  • Saudi Grid Code and IEC standards.
  • Experience managing FAT, SAT, commissioning and energisation of high-voltage substations.
  • Demonstrated leadership in coordinating BOP, Supplier, Owner’s Engineer, SPPC and SEC.
  • Professional certifications (e.g., PMP, PMI-RMP) are an advantage.
  • Strong skills in risk management, outage planning, stakeholder negotiation and regulatory compliance.
  • Excellent communication and report writing skills in English (Arabic knowledge desirable).
