Smart City IT Lead ConsultantAs a Smart City IT Lead Consultant at JLL, you will lead the review and enhancement of citywide enterprise architecture, prioritizing capability design before individual applications or systems. You will act as a critical interface between strategic technology vision and delivery reality, ensuring alignment across enterprise IT, smart city platforms, and programme stakeholders.
Key ResponsibilitiesLead the design and assessment of enterprise and citywide architecture frameworks (e.g., TOGAF-aligned), focusing on capability modeling, operating models, integration patterns, and long-term scalability before system selection
Define and evaluate integration architectures across IT systems, data platforms, digital twins, command and control environments, and line-of-business applications, including point-to-point and centralized integration patterns
Map and optimize business processes to technology capability stacks; establish architectural governance principles and review mechanisms across CIO, smart city, and delivery functions
Act as senior stakeholder interface, translating between enterprise IT, smart city strategy teams, construction delivery leadership, and master systems integrators
Facilitate technical decision-making grounded in business value and risk mitigation
Your Skills and ExperienceMinimum 10 years of experience in enterprise architecture, solution architecture, or IT strategy roles within large-scale city/government programmes or complex corporate environments
Proven track record designing and implementing enterprise architecture frameworks in multi-stakeholder, multi-vendor environments
Deep expertise in capability-based planning, enterprise integration patterns, and architectural governance
Strong knowledge of smart city technology domains including IoT platforms, data architectures, digital twins, and urban operating systems
Experience with architecture frameworks such as TOGAF, Zachman, or equivalent methodologies
Demonstrated ability to work at the intersection of business strategy and technical delivery
Excellent stakeholder management skills with experience engaging senior technical and business leaders
Strong analytical and problem-solving capabilities with ability to navigate complex technical and organizational landscapes
Outstanding written and verbal communication skills, including preparation of architecture documentation, technical reports, and executive presentations
Academic QualificationsBachelor's or Master's degree in Computer Science, Information Systems, Engineering, or related technical discipline
Professional certifications such as TOGAF, Enterprise Architecture, or equivalent credentials are highly desirable
