Position Overview

Serve the citizens of Cumberland County by providing a safe, environmentally responsible location for the disposal of solid waste and recyclable materials generated within the county. Inspect all incoming loads to ensure compliance with disposal requirements and assist residents with proper placement of materials in designated containers. Enforce all container site policies and procedures, including restrictions on scavenging, adherence to approved waste types, and compliance with established hours of operation. Verify residency requirements and ensure that only authorized users access the site, while directing commercial or permitted haulers to appropriate disposal facilities. Promote a positive customer service experience by offering guidance, answering questions, and ensuring adherence to County and regulatory standards.

Examples of Duties

  • Open and close the solid waste container site in accordance with established schedules and operational procedures
  • Inspect incoming waste loads to ensure proper sorting and disposal in designated containers, boxes, or recycling areas
  • Provide courteous assistance to site users by answering questions and guiding proper disposal of solid waste, recyclables, and debris.
  • Support Scale House operations as needed to ensure efficient site functionality and customer service
  • Empty oil containers into 500-gallon tank before closing site daily
  • Perform routine site maintenance and minor repairs using appropriate tools and equipment to maintain safe and operational conditions
  • Maintain site cleanliness by sweeping and removing debris from parking areas, around compactors, and recycling zones, including cleaning compactor exteriors and surrounding areas
  • Coordinate with supervisors and drivers to ensure timely removal of waste and recyclables
  • Assist with site clean-up following container servicing
  • Accurately maintain logs and records of waste volumes in compliance with Solid Waste Management policies and NCDENR regulatory requirements

Minimum Qualifications

High school diploma or GED, supplemented by six months experience involving grounds maintenance and six (6) months experience dealing with the public; or an equivalent combination of education, training, and experience.

Knowledge, Skills and Abilities

  • Knowledge of standard methods, materials, and equipment used in basic landscaping and grounds maintenance operations, including proper techniques and safety precautions.
  • Skill in operating, maintaining, and safely utilizing motorized machinery, as well as power and hand tools associated with grounds maintenance assignments.
  • Ability to understand and follow oral and written instructions accurately and efficiently.
  • Ability to exercise tact, professionalism, and courtesy when interacting with the public and coworkers.
  • Ability to consistently perform the essential functions of the position under varying and adverse weather conditions.
  • Ability to work a flexible schedule, including weekends and holidays, on a regular and ongoing basis.

Conditions of Employment

Successful candidates who receive a conditional offer of employment with Cumberland County must pass pre-employment screenings, including criminal history checks and drug screenings, as required by Cumberland County Policies and Procedures, prior to beginning work or receiving a final offer of employment. Refusal to submit to testing or testing positive for prohibited substances will result in the withdrawal of the conditional employment offer.
