The Director of Floyd County Solid Waste is responsible for directing the solid waste programs and activities, overseeing program implementation and compliance with Indiana law, and evaluating solid waste projects.

Responsibilities

Supervises and directs assigned personnel, including analyzing workload, reviewing position documentation, interviewing/hiring candidates, orienting new hires, establishing specific work goals, training, determining changes in responsibilities, reviewing salaries, recommending personnel actions, keeping staff informed of organization developments, maintaining discipline, communicating and administering personnel programs. Provides weekly calendar schedule for all employees.

Responsible for maintenance and upkeep for all vehicles/equipment used for recycling services.

Plans, coordinates scheduling of all product pick-up and delivery. Maintains contact with all suppliers. Maintains supplies for staff, including safety supplies and tools used for recycling services in order for operators to perform their duties. Maintains records for all equipment.

Provides safety training as needed for operating Forklift, Baler and driver training for operating fleet trucks pulling recycling trailers including loading and unloading recycling containers on/off rollback trailers.

Implements Floyd County’s solid waste plan, including developing programs, work activities, schedules, coordinating with other governmental agencies and serving as representative to federal, state, local, private community organizations and the public.

Ensures compliance with Environmental Protection Agency (EPA), Indiana Department of Environmental Management (IDEM), Department of Natural Resources (DNR), and department policies through developing, implementing, overseeing policies, procedures and standards of operation of solid waste programs.

Communicates and meets regularly with school officials, community agencies, and volunteers to organize activities. Makes public appearances and severs as liaison with schools, government, and the public.

Prepares and distributes newsletters, news releases, brochures, articles, and advertisements as needed to provide direct and specific information regarding events, activities, programs in conjunction with solid waste office staff.

Prepares annual budget, writing and submitting grant applications, and administrating grant funds. Works with IDEM to ensure maximum utilization of educational grant dollars.

Attends educational seminars, workshops, and meetings as required.

Procures necessary equipment and services for office and staff.

Performs related duties as assigned.

JOB REQUIREMENTS:

High school diploma or GED.

Possession of or ability to obtain required hazardous waste training and certification.

Ability to meet all employer and department hiring and retention requirements, including ability to pass a drug test and criminal background check.

Working knowledge of budget and grant administration and ability to ensure proper preparation and administration of budget and related financial procedures and controls, in conjunction with the Commissioners Chief Financial Officer.

Working knowledge of principles, practices, methods, and techniques relative to solid waste management and ability to apply these principles and procedures.

Working knowledge of hazardous materials, safety policies and procedures, and ability to provide safety information to general public. Working knowledge of standard safety procedures. in accordance with OSHA and proper handling of workplace incidents and/or injuries. Ensures incidents are reported timely to appropriate department or personnel.

Working knowledge and experience with word processing, spreadsheets, email, online document processing, and department specific software/systems.

Ability to maintain knowledge of current trends and changing technology regarding integrated solid waste management and current regulations by periodically attending conferences, meetings and workshops/seminars.

Ability to properly operate various office equipment, including computer, calculator, copier, fax machine, vehicle, and telephone.

Ability to effectively communicate orally and in writing with co-workers, other County departments, community agencies, local industries/organizations, government agencies, local schools, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.

Ability to provide public access to, or maintain confidentiality of, department information and records according to state requirements.

Ability to competently serve the public with diplomacy and respect.

Ability to comply with employer and department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.

Ability to diagnosis recycling equipment and repair if necessary.

Ability to back up all operators when needed including driving duties.

Ability to plan/layout assigned work projects, provide weekly work schedules for employees.

Ability to occasionally work evenings, extended hours, and weekends and travel out of town for meetings/training, occasionally overnight.

Possession of a valid Indiana driver's license and demonstrated safe driving record.

Job Type: Full-time

Pay: $47,000.00 - $52,000.00 per year
