Solid Waste Grounds Specialist

The Town of Topsail Beach Public Works Department is accepting applications for the position of Solid Waste Grounds Specialist. (one regular part-time and one seasonal part-time) As a Grounds Specialist, you will play a vital role in keeping Topsail Beach a clean, safe, and beautiful place for residents and visitors alike. An employee in this position performs responsible manual labor in support of the Town’s solid waste and recycling cart rollback service. Position is responsible for returning residential trash and recycling carts from the curb to their designated storage locations following collection.

This part-time position is scheduled for up to 20 hours per week. An employee in this class must be able to work 10-hour shifts on Mondays and Thursdays from May through September aligned with solid waste collection schedules. Shifts from October through April will vary to meet the needs of the Town. Work is performed under the supervision of the Public Works Superintendent. Knowledge, Skills and Ability Requirements:
Skilled in driving a vehicle; communication, interpersonal skills as applied to interaction with coworkers, supervisors, the general public, etc.

Sufficient to exchange or convey information and to receive work directions.

Ability to follow established routes and procedures.

Ability to work outdoors in high heat, humidity, wind, and other coastal weather conditions.

Ability to work independently with minimal supervision.

Ability to maintain consistency and attention to detail.

Ability to establish and maintain effective working relationships with associates and represent the Town in a professional manner.

Physical Requirements

This work requires the regular exertion of up to 10 pounds of force, frequent exertion of up to 25 pounds of force and occasional exertion of up to 50 pounds of force; work regularly requires speaking and hearing, using hands to finger, handle or feel and repetitive motions, frequently requires standing, walking, sitting, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, pushing or pulling and lifting and occasionally requires tasting or smelling; work requires close vision, distance vision, ability to adjust focus, depth perception, color perception, night vision and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of spoken word; hearing is required to perceive information at normal spoken levels; work regularly requires exposure to outdoor weather conditions.

Desirable Education and Experience:

Must be 18 years old and have a high school diploma or GED and the ability to successfully perform the essential duties and responsibilities of the job such as those listed above.

Special Requirement:
Possession of a valid North Carolina driver's license.

Responsibilities

• Operate heavy equipment such as loaders, excavators, forklifts, front loader trucks, roll-off trucks, garbage trucks, and other machinery to handle waste materials efficiently
• Conduct routine cleaning and sanitation of waste collection areas, ensuring compliance with safety standards
• Manage the loading and unloading of waste using appropriate machinery, ensuring safe lifting techniques for heavy loads
• Assist with the maintenance and inspection of equipment to ensure optimal performance and safety
• Support waste collection efforts by coordinating with sanitation teams and ensuring timely pickup and disposal of refuse
• Maintain accurate records of waste disposal activities, equipment usage, and safety checks
• Perform general grounds maintenance to keep work areas tidy, safe, and accessible

Experience

• Prior experience operating heavy equipment such as loaders, excavators, forklifts, or garbage trucks is highly preferred
• Background in manufacturing or sanitation environments is a plus
• Demonstrated ability to perform heavy lifting safely and efficiently
• Familiarity with cleaning procedures related to waste management sites is advantageous
• Valid certification or training in heavy equipment operation is desirable but not mandatory; on-the-job training will be provided for qualified candidates
• Strong physical stamina and the ability to work outdoors in various weather conditions are essential
