Performs highly skilled work operating, supervising, and coordinating various operations at Bedford County solid waste management facility; ability to manage and coordinate key facility operations in compliance with department procedures and standards; does related work as required; Work is performed under occasional supervision. Supervision is exercised over subordinate personnel. Position is considered essential personnel.
Bedford County Landfill Position
Essential Duties & Responsibilities:
Ensures compliance with State, County, Department and OSHA regulations.
Supervises Landfill Operators I, II, and III.
Capable of supervising multiple facility operations.
Implements department procedures, inspects and identifies non-compliant facility operations, communications and coordinates corrections.
Operates and maintains various facility equipment.
Plans, assigns, and evaluates work of assigned staff.
Participates in development of operating procedures.
Trains staff in safety and operating procedures for assigned work.
Participates in the department safety program, personnel management, equipment management, budget preparation, contractor supervision, and regulatory inspections and compliance.
Makes public presentations to interest groups.
Maintains records in compliance with department procedures, and safety and environmental regulations.
Assists with preparation of operating budget and procurement specifications.
Capable of serving as the responsible individual meeting all facility operational and regulatory
requirements in the absence of the Facility Manager.
Performs Landfill Operator I, II, and III duties as required.
Performs related tasks as required.
Knowledge, Skills, & Abilities:
Thorough knowledge of applicable safety and environmental regulations
Thorough knowledge and ability to implement safe and efficient operations of the various equipment and procedures required in the transfer operation, landfill, recycling processing, collection system, and maintenance of vehicles and equipment
Ability to follow instructions both verbally and written
Ability to establish and maintain effective working relationships with associates and the general public.
Education & Experience:
Any combination of education or experience equivalent to graduation from high school with demonstrated solid waste management performance at an above satisfactory level.
Demonstrated experience in leadership, management, and safety.
Demonstrated experience as an equipment operator, and demonstrated work experience effectively operating multiple key operations as an equipment Operator I, II, and III.
Certifications & Licenses:
Possession of an appropriate driver’s license valid in the Commonwealth of Virginia.
Certification as a Virginia Waste Management Facility Operator within 18 months of employment required.
Environmental Factors:
The worker is subject to inside and outside environmental conditions, extreme cold, extreme heat, noise, vibrations, hazards, atmospheric conditions and oils. The worker may be exposed to blood borne pathogens and infectious agents and may be required to wear specialized personal protective equipment.
Special/Additional Requirements:
Subject to a complete criminal history background search and drug screening with acceptable results.
Worker may be required to work on weekends, holidays, and overtime to meet the needs of the department.
Worker may be responsible for responding to after-hours emergencies involving County facilities.
This position is designated as essential personnel. In accordance with the County's personnel policy, essential personnel are critical to the continuation of key operations and services and are expected to report to work, unless otherwise directed by management, in all weather conditions.
