Job Summary:

This is specialized customer service work requiring knowledge of solid waste maintenance and collection procedures. Work requires the exercise of independent judgment following established rules and policies under the supervision of a Manager.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

All employees share components of leadership, management, technical, and team skills to assist in making the City of Largo the community of choice in Tampa Bay.

Management

  • Effectively manages assignments and priorities to ensure the fulfillment of projects, tasks, and responsibilities
  • Follows suggested procedures to ensure the highest standards of risk management, employee safety, and risk avoidance

Technical

  • Delivers new waste containers and information brochures to newly annexed customers
  • Delivers and repairs automated waste cans; stocks and keeps inventory of automated waste cans and associated parts
  • Collects recyclables; delivers recycle bins; keeps inventory of recycle bins
  • Keeps accurate records of new waste container and recycling cart deliveries using handheld Radio Frequency Identification Devices (RFID) and barcode scanners
  • Collects mini-route refuse and recyclables
  • Communicates with new and current customers in a friendly and professional manner
  • Daily debris removal from drop-off recycling centers
  • Properly disposes of dead animals
  • Cleans up oil spills appropriately
  • Delivers informational handouts to residential homes and businesses
  • May paint containers
  • Reports violations of refuse rules and regulations to supervisor; carries out instructions of supervisor
  • Traffic control for drivers when backing up

EMERGENCY RESPONSE STATUS: As a condition of employment, City of Largo employees will be required to work as directed during an undeclared and/or a declared emergency. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the official job description.

MINIMUM QUALIFICATIONS

Education and Experience:

  • High School Diploma or General Education Diploma (GED) and one year of experience in the operation of light automotive equipment and related equipment or an equivalent combination of training and experience
  • Valid Driver's License

Knowledge, Skills, and Abilities:

  • Knowledge of traffic rules and regulations
  • Knowledge of the operation of light automotive equipment
  • Knowledge of the hazards of operation and appropriate safety rules and regulations
  • Ability to operate hand-held computer devices
  • Ability to understand and carry out oral and written instruction and to work independently in the performance of regular duties
  • Ability to develop and maintain a communication system with the driver for safe backing procedures

WORK ENVIRONMENT & PHYSICAL REQUIREMENTS

Work Environment: 5% inside a climate-controlled building; 95% outside.

Physical Requirements: The essential functions of the job require sitting approximately one (1) hour per day, standing approximately three (3) hours per day, and walking approximately four (4) hours per day. The work requires frequent: bending/stooping, climbing, crawling, fine manipulations, grasping, kneeling, pulling, pushing, reaching, repetitive motion, lifting/carrying objects weighing up to 44 pounds, occasionally lifting/carrying objects weighing 45 pounds and over.

Sensory Requirements: Hearing: Ability to understand what others are saying in normal conversation in person, on the radio, and moving vehicles. Speaking: Ability to communicate orally with others in person, on the radio, and help customers. Seeing: Ability to complete the tasks of solid waste customer service specialist.

Driving Requirements: The work requires frequent driving and possession of a valid Florida Class "E" Driver's License. Possessing a valid Florida Class "B" Commercial Driver's License or higher would benefit this position.

Technology: The work requires the ability to operate telephones, smartphones, tablets, photocopiers, printers, desktop and laptop computers, calculators, and all associated software.

Tools: The work requires proficiency with hand tools, electric hand tools, brooms, shovels, pitchforks, radios, and handheld computer devices.
