Under direction from the sourcing supervisor within Ohio Department of Public Safety (ODPS) Procurement Services, independently &/or as lead worker (i.e., provide work direction; coordinate/lead projects; train staff; etc.) research, evaluate & plan a comprehensive portfolio of contracts & purchasing based on past performance, future needs & strategic direction (e.g., compare & review records of items purchased (i.e., delivery records; receipts; quotes; contracts; etc.), costs, deliveries, etc. & develop specifications & processes where needed with requests or information received from stakeholders):
Conduct supply chain market research & monitor/respond to changes affecting supply & demand (e.g., pricing; suppliers; market indicators; economic impact on future pricing); survey market conditions, historical spending & price trends);
Monitor & review individual suppliers & identify where incumbent suppliers should be replaced or competed across portfolio of contracts;
Track & review exceptions, performance, lapses & other ongoing issues/outcomes across portfolio contracts (e.g., initiate appropriate action to improve performance (i.e., exception reports; negotiations; reconciliations; conferences); identify options for repeated performance lapses of suppliers holding multiple contracts; independently records contract terms & renewal options);
Review sourcing history (e.g., travel; preference programs; information technology) & forecast trends to identify opportunities to consolidate buying power & negotiate more favorable terms & costs;
Facilitate meetings &/or conduct surveys to determine satisfaction with various stakeholders awarded contracts;
Develop revised specifications to be included in future bids &/or amendments; Find creative ways to obtain competitive bids & eliminate sole & single source purchases;
Maintain understanding of Ohio Procurement laws, rules & regulations (e.g., Ohio Administrative Code (OAC); Ohio Revised Code (ORC);
Department of Administrative Services (DAS) Procurement policies & regulations).
Build contract portfolios across multiple program areas (e.g., confirm portfolio meets the needs of the agency & all program areas; administer portfolio to ensure timely processing of requests & eliminate contract lapses; work with other agencies to standardize specifications; combine buying power & schedules; establish cooperative agreements across contract portfolio; determine cost projections; identify cost savings & avoidance targets; establish cost controls & reduction plans);
Assist with budget projections for all major contracts & projects by analyzing, documenting & reporting project/program costs;
Evaluate & analyze inventory records, levels & trends to develop strategic purchasing programs that facilitate improved supply chain delivery & cost reduction;
Establish relationship with other agencies & government procurement offices to improve ODPS contracting power;
Monitor portfolio & make adjustments in accordance with federal, state or agency policy changes (e.g., track & review use, modification & exception to terms; identify plans & evaluate term improvements with legal counsel; plan &/or improve use of preference programs based on established guidelines; review performance/competition expectations & results across portfolios & establish improvements based upon market availability & best practices; establish, define &/or create contract portfolio reports/analyses & schedules);
Maintain & evaluate records of items purchased, costs, deliveries, product performance & inventories;
Develop agency-wide procurement proposals to develop & incorporate business transformation improvements;
Collaborate with Ohio Department of Rehabilitation & Corrections (ODRC) to maintain Bureau of Motor Vehicles (BMV) operations within assigned correctional facility (e.g., license plates; temporary tags; stickers; etc.);
Perform other duties as assigned.

Option 1:
42 mos. exp. or 42 mos. trg. in purchasing/procurement/sourcing to include exp. in performing spend analysis, developing sourcing strategy & evaluating vendor performance.
UNUSUAL WORKING CONDITIONS: May require travel; may be required to work long or unusual hours during peak operational periods.
