Under general to limited supervision, a Sourcing Specialist will be responsible for leading department-specific sourcing activities for both Commodities and Professional Services. This position works with internal business partners to identify opportunities, develop strategies, develop and manage all types of solicitations while ensuring City policies are followed for applicable sourcing activities. Must have the ability to think analytically, work independently, and manage multiple competing priorities while keeping a professional, customer service focus toward our internal customers.

Collaborates with City departments and other key stakeholders to facilitate efficient and effective procurement processes.

Manages all solicitation processes utilizing sourcing best practices.

Develops, prepares and maintains all solicitation documentation.

Analyzes response results and prepares accompanying summaries.

Prepares contract documentation for sourcing events and resulting follow-up to ensure successful execution of contracts.

Calculates Total Cost of Ownership (TCO) and encourages overall cost reductions.

Facilitates a consistent, competitive bidding process for assigned spend categories.

Documents supply stream processes, policies, procedures, and practices.

Identifies, understands, and resolves issues concerning the procurement of products and services.

Facilitates and demonstrates fair and ethical supplier practices.

Demonstrates knowledge of internal and external factors affecting professional services sourcing; identifies opportunities and determines best in class sources of supply.

Continually introduces industry best practices from NIGP, et al, and implements where feasible.

Conducts research and analysis within the City to determine current spending and demand information.

Manages multiple simultaneous projects by establishing schedules and assigning tasks in order to complete projects on a timely basis.

Offers ideas on possible innovative approaches and creative strategies for building cross functional, integrated (horizontal and vertical) supply streams.

Develops and maintains relationships with functional business unit department leaders to ensure that all sourcing is done according to established procedures and builds strong partnerships.

Suggests possible opportunities for additional cross-functional projects.
