IEM is looking for a Full Time- Special Inspector who will be responsible for assessing special cases of work, non-compliance and construction-related complaints or appeals. The Special Inspector will assist in damage assessment and scoping site walks requiring special engineering considerations for extraordinary conditions that may require specialized knowledge and attention to determine if repairs can or cannot be performed in a way that assures overall safety and integrity of the structure.

Primary Location:

  • Live within a commutable distance to Isabela or Guaynabo, PR.
  • Work in an Office Environment with a team.

Travel Requirements:

  • This position may require travel to complete work assignments or attend meetings.

Essential Functions:

  • Conduct on-site inspections and/or desktop reviews to assess and document instances of work non-compliance.
  • Identify the root causes of non-compliance and provide recommendations for corrective actions.
  • Ensure that corrective actions are implemented effectively and in a timely manner.
  • Assists in damage assessment requiring special engineering considerations for extraordinary conditions that may require specialized knowledge and attention to determine the technical feasibility of repairs, reconstruction or relocations, recommendation of project intents, and grant awards, among others.
  • Ensure reconstructions or edifications comply with the latest version of the Puerto Rico Building Code (2018).
  • In accordance with the Puerto Rico Department of Public Safety, assist in the preparation of safety plans for critical construction activities.
  • Create policies and procedures for construction activities in compliance with the guidelines for the Puerto Rico Department of Housing (PRDOH) CDBG-DR and CDBG-MIT programs and the Department of Urban Development and Housing (HUD).
  • Evaluate the technical feasibility of repairs, reconstruction, or relocations.
  • Provide expert recommendations on project intents, including scope of work, reasonable accommodations, or modifications, among others.
  • Assist in the preparation of grant award applications and ensure compliance with funding requirements.
  • Maintain accurate records of inspections, assessments, and resolutions.
  • Communicate findings and recommendations to relevant stakeholders, including project managers, contractors, and regulatory agencies.
  • Ensure that all construction activities comply with local, state, and federal regulations and standards.
  • Stay updated on changes to building codes, safety regulations, and industry best practices.
  • Provide guidance and training to construction teams on compliance requirements.
  • Work closely with project managers, engineers, architects, contractors, and other stakeholders to ensure project success.
  • Identify and assess potential risks associated with construction activities.
  • Monitor and manage risks throughout the project lifecycle.
  • Performs other duties as assigned.

Minimum Qualifications:

  • Experience: Five (5) years of experience in local construction.
  • Degree: Bachelor's degree in engineering or architecture.
  • Licensed Professional Engineer (PE) or Licensed Architect.

Preferred Qualifications:

  • Bilingual: English and Spanish (oral and written).
  • Proficient with Microsoft Word, Excel, Outlook, and Internet.
  • Strong customer service skills and knowledge.

  • Office Locations: Often, these offices are either owned by the client we work with or by IEM. All candidates are expected to follow any rules and regulations of the office in which they are required to work for that project.
