Specialist – Capacity Planning (PLEXOS / PSSE)

Job Summary

We are seeking an experienced Specialist – Capacity Planning with strong expertise in electricity and water demand forecasting and capacity expansion planning. The role focuses on medium-term and long-term planning for power generation and water desalination systems using advanced modeling tools such as PLEXOS (mandatory) and PSSE (desirable).

The successful candidate will play a key role in forecasting demand, developing expansion scenarios, conducting economic and feasibility analysis, and supporting strategic planning decisions within a power and water utility environment.

Key Responsibilities

• Analyze electricity and water demand, considering factors such as population growth, GDP, and industrial development.
• Develop, update, and maintain medium-term and long-term demand forecasting models for electricity and water.
• Carry out power generation and water desalination planning using PLEXOS.
• Update and run capacity expansion planning models, generate expansion scenarios, and prepare demand–supply balance plans.
• Perform economic and financial analysis of capacity expansion scenarios.
• Prepare professional presentations, technical reports, and planning documentation.
• Monitor model accuracy and continuously improve and automate forecasting and planning processes.
• Contribute to feasibility studies, site selection, and technology evaluation for new capacity additions.
• Support training and development activities for relevant Qatari staff as required.

Education & Experience Requirements

• Bachelor’s degree or higher in Electrical Engineering or Mechanical Engineering.
• Minimum 10 years of experience in the power and water utilities industry.
• Hands-on experience in:
• Electricity and water demand forecasting
• Capacity expansion planning
• Economic feasibility studies
• Strong proficiency in PLEXOS for integrated power and water system simulation, dispatch modeling, and capacity expansion.
• Knowledge of PSSE is highly desirable.
• Experience with renewable energy integration (Solar PV) and energy storage optimization is an advantage.
• Proficient in data analysis and statistical methods for forecasting.
