School Budget Bureau:
Review, analyze, and approve all school district and charter school operating budgets.
Calculate and monitor the distribution and use of over $4.1 billion in State Equalization Guarantee (SEG) funding.
Collect and analyze projected and actual student membership.
Collect and analyze information related to Teacher Cost Index and licensed employees certified through the National Board for Professional Teaching Standards.
On a quarterly basis, review school district and charter school actual revenues, expenditures, and cash reports.
Review Emergency Supplemental Awards and Out-of-State Tuition Awards.
School district or charter school Board of Finance suspensions.
Provides technical support and training for school district and charter school business personnel.
Helps develop the public-school support appropriation recommendation in relation to SEG.

Mill levy setting for Capital Outlay and Debt Service Funds
Updating of the NM UCoA in OBMS
Calculating Rural Population Index for SEG purposes
Calculating Energy Efficiency Credits for SEG purposes

Updating PED email lists for Superintendents/Charter Representatives and School Business Officials.
Creating Bond Certification Certificates to issue GO Bonds or ETNs and other miscellaneous tasks.
Why does the job exist?

To provide essential administrative support that keeps the Finance and Operations Division running smoothly.
How does it get done?

Key responsibilities include providing administrative and operational support to the Division through a wide range of duties, including but not limited to scheduling meetings, greeting the public, coordinating travel arrangements, preparing travel vouchers, creating requisitions, analyzing and processing pay requests, and assisting with contract preparation and internal routing. This position is responsible for maintaining email listservs and internal contact lists for superintendents, charter leaders, and school business officials. The position also manages user access functions in OBMS and other Division platforms, including adding and deactivating users, resetting passwords, and updating entity information and unique entity identifiers. Additional responsibilities include routing permanent cash transfers; monitoring budget submissions due dates; compiling, posting, and monitoring Sunshine Portal information, including board policies, salary schedules, and budgeted and actual revenues and expenditures; assisting with P-card processes; coordinating with GSD and upper management regarding building issues; and supporting hiring activities by scheduling interviews and calling references. And other activities to support Finance and Operations.
Who are the customers?

Direct support to the Executive Manager of Finance and Operations, Senior Manager of School Budget Bureau, the Executive Manager of Administrative Services and Manger of Capital Outlay and Transportation in order to support School districts, charter schools, legislators, vendors and the general public.

Minimum Qualification

Associate Degree in Business Administration, Public Administration, or Accounting and one (1) year of directly related job experience in the areas of office administration, budgeting, purchasing, finance, accounting, auditing, cash management, contract management, and/or in the procedures of business and management principles involved in strategic planning. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling three (3) years may substitute for the required education and experience.
Employment Requirements

Must possess and maintain a valid New Mexico's Driver's License.
Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.
