Job Summary
The Senior HSE Engineer will lead health, safety, and environmental management across construction sites, ensuring compliance with UAE regulations, international standards, and company policies. The role requires hands-on construction field experience to identify site-specific hazards, implement effective controls, and promote a strong safety culture. The candidate will supervise HSE officers, perform audits, and coordinate with project management and regulatory authorities.
Key Responsibilities
1. HSE Planning & Strategy
- Develop and implement comprehensive HSE plans & legal requirements for construction projects.
- Conduct advanced risk assessments, Job Safety Analyses (JSA), and hazard identification for site activities.
- Ensure HSE considerations are integrated into project planning and execution.
2. Compliance & Regulatory Coordination
- Ensure all construction activities comply with UAE laws and authority requirements (DM, Civil Defense, Trakhees, DEWA, DACC etc.).
- Liaise with regulatory bodies during site inspections, audits, and certifications.
- Keep updated with the latest construction HSE standards and regulations.
3. Site Inspections & Audits
- Conduct regular site safety inspections, audits, and walkthroughs.
- Monitor the implementation of corrective actions for non-conformities.
- Review safety reports prepared by HSE Officers and site teams.
4. Incident Investigation & Reporting
- Lead investigations of accidents, incidents, and near-misses on construction sites.
- Identify root causes and recommend preventive and corrective actions.
- Ensure timely incident reporting to management and regulatory authorities.
5. Training & Awareness
- Organize HSE training, toolbox talks, and induction programs for construction workers, supervisors, and subcontractors.
- Mentor HSE Officers and site supervisors to strengthen safety awareness and compliance.
6. Emergency Preparedness
- Develop and maintain emergency response plans, including evacuation routes, fire safety, and first-aid procedures.
- Conduct regular emergency drills and coordinate with site teams and authorities.
- Ensure availability and maintenance of first-aid, firefighting, and safety equipment.
7. Documentation & Reporting
- Maintain complete HSE documentation: risk assessments, audits, incident reports, PTWs, and permits.
- Prepare weekly and monthly HSE performance reports for project management.
- Ensure adherence to ISO 45001/14001 documentation standards.
8. Promote Safety Culture
- Foster a proactive safety culture on construction sites.
- Ensure proper use of PPE and safe working practices among all site personnel.
- Act as the main point of contact for all construction HSE-related matters.
Qualifications & Requirements
- Bachelor’s Degree in Engineering (Civil, Mechanical, Electrical, or Safety Engineering).
- 7–12 years of HSE experience, with minimum 5 years on construction sites.
- Valid certifications: NEBOSH IGC, OSHA, IOSH; ISO 45001/14001 Lead Auditor is a plus.
- Strong knowledge of UAE HSE regulations, construction safety standards, and local authority requirements.
- Proven experience in risk assessment, incident investigation, and emergency response on construction sites.
- Excellent leadership, communication, and reporting skills.
- Proficient in MS Office and HSE management systems.
