About the Opportunity:
The SR IT Network and Infrastructure Solutions Manager is responsible for providing network infrastructure services and support for all agency staff. This position reports directly to the Chief Information Officer.

This position is responsible for providing strategic direction and technical guidance to the Network and Infrastructure engineering team. This position is a highly technical hands-on leader who is responsible for the operations, support and maintenance of agency network systems and infrastructure. This senior manager leads a high functioning, fast paced technical team that supports DES business lines and statewide enterprise applications with a diverse customer base.
This position is responsible for managing vendors, planning and architecting infrastructure changes, and making recommendations to improve the agency’s physical and virtual infrastructure environments.
The selected candidate is expected to support the mission of the organization by developing strategies and advising on emerging technologies that are relevant to the agency’s goals.
Duties include:
Lead the Infrastructure and Network Operations team
Develop expectations with staff in regular one-on-one meetings, provide feedback, clear roadblocks, and motivate team members to increase performance
Complete all IT managerial responsibilities including performance planning, performance evaluations, progressive discipline, training plan development and talent management
Prepare budget information and requests, reviews expenditures, and plans for budget cycle
Ensure delivery of high availability and high quality for all IT systems

Manage IT network and infrastructure architecture designs and technical documentation

Provide direction on complex issues and service outages by working with multiple IT teams, agency and customer stakeholders, executives and vendors

Evaluate and track IT metrics

Provide guidance for consistent proactive monitoring

Develop and implement compliance standards for using new and emerging technology which will track, monitor, and audit life cycles of software and hardware
Deliver strategic plans and recommendations

Define and recommend information technology strategies, policies, and procedures
-
Evaluate customers’ technical needs, identify problems, evaluate trends, and anticipate business and technical requirements

Develop strategy and implement sustainable cloud solutions in collaboration with the TSD team
-
Develop and present long-term technical recommendations to executive management
Evaluate new and emerging technologies
-
Identify opportunities to use innovative technologies in collaboration with IT teams
-
Evaluate the impact of new architecture products and services for IT investments, business operations and customer satisfaction
Provide consultative services

Provide technical consultation for strategic business initiatives and legislative mandates for internal business partners and external customers
Required Qualifications
Experience should total 15 years.
[OPTION 1]

Seven (7) years of demonstrated hands-on experience in advanced principles of IT enterprise architecture including the integration of diverse hardware and software technologies
-
Experience performing critical analysis of complex systems and processes and root cause analysis of issues
-
Experience developing tactical and strategic plans using new and emerging concepts
-
Demonstrated knowledge of Microsoft Azure or similar cloud technologies, Windows Servers, Cloud Architecture and Virtual infrastructure
-
Experience developing technology policies and guidelines
AND
Eight (8) years’ experience as an effective manager with strong skills in:
-
Team leadership and mentoring
-
Creating strategic roadmaps and training
-
Presenting information to leadership
[OPTION 2]
Associate’s degree closely aligned with Information Technology or equivalent IT vocational training
AND
-
Minimum eight (8) years of demonstrated hands-on experience in advanced principles of IT enterprise architecture including the integration of diverse hardware and software technologies
-
Experience performing critical analysis of complex systems and processes and root cause analysis of issues.
-
Experience developing tactical and strategic plans using new and emerging concepts.
-
Demonstrated knowledge of Microsoft Azure or similar cloud technologies, Windows Servers, Cloud Architecture and Virtual infrastructure

Experience developing technology policies and guidelines
AND
Minimum five (5) years’ experience as an effective manager with strong skills in:

Team leadership and mentoring
-
Creating strategic roadmaps and training
-
Presenting information to leadership
[OPTION 3]
Bachelor’s Degree or greater closely aligned with Information Technology
AND
-
Minimum six (6) years of demonstrated hands-on experience in advanced principles of IT enterprise architecture including the integration of diverse hardware and software technologies

Experience performing critical analysis of complex systems and processes and root cause analysis of issues
-
Experience developing tactical and strategic plans using new and emerging concepts
-
Demonstrated knowledge of Microsoft Azure or similar cloud technologies, Windows Servers, Cloud Architecture and Virtual infrastructure
-
Experience developing technology policies and guidelines
AND
Minimum five (5) years’ experience as an effective manager with strong skills in:

Team leadership and mentoring
-
Creating strategic roadmaps and training
-
Presenting information to leadership
Experience may be concurrent.
Additional qualifying experience may be substituted for education on a year-for-year basis.
Desirable/Preferred Education, Experience or Certifications / Competencies

ITIL Certified

MCSD (Azure Solutions Architect certificate)

Experience with IP Packet Analysis and SAN (storage area network)

Proven hands-on expertise with creating complex network and application architecture
