Role Purpose
Lead and manage the procurement function for the mega master plan development, ensuring timely, cost-effective, and transparent procurement of contractors, consultants, suppliers, and service providers. Establish procurement strategies, oversee tendering and evaluation processes, and ensure all procurement activities comply with company policies, governance, and project delivery requirements.
Key Responsibilities
- Develop and implement procurement strategies aligned with the overall project delivery plan.
- Prepare and maintain the project-wide procurement schedule, ensuring alignment with master program milestones.
- Identify procurement risks and propose mitigation strategies.
- Manage end-to-end tendering process for consultants, contractors, and suppliers (EOI, RFP, RFQ, bid evaluation, recommendation).
- Support in contract negotiations to achieve best value for the developer.
- Ensure consistency and compliance with procurement documentation.
- Build and maintain a strong network of qualified contractors, consultants, and suppliers.
- Conduct market analysis to ensure competitiveness and access to best-in-class service providers.
- Monitor supplier performance and maintain an approved vendor database.
- Ensure procurement decisions are aligned with approved budgets.
- Work with Project Controls and Commercial teams to validate cost benchmarks and savings opportunities.
- Support value engineering initiatives to optimize procurement outcomes.
- Ensure all procurement activities comply with company policies, procedures, and legal requirements.
- Establish and maintain audit trails and documentation for transparency.
- Enforce ethical standards and fair competition across procurement processes.
- Provide regular procurement status reports, highlighting risks, challenges, and opportunities.
- Coordinate closely with Development, Design, Delivery, Commercial/Contracts, and Projects Control teams.
- Advise COO and senior leadership on procurement strategies and outcomes.
Qualifications & Experience
- Bachelor’s degree in engineering, Supply Chain, Business, or related field (master’s or professional certification like CIPS preferred).
- Minimum 15 years of experience in procurement, with at least 5 years in a senior procurement role within a developer or large real estate program.
- Proven experience in tendering and awarding large contracts for mega projects (infrastructure, vertical, mixed-use).
- Strong knowledge of procurement law, policies, and FIDIC or similar contract frameworks.
- Demonstrated track record in strategic sourcing and supplier relationship management.
