Job Description

Understands business objectives and problems, identifies alternative solutions, performs studies, and cost/benefit analysis of alternatives. Analyzes user requirements, procedures, and problems to automate processing or to improve existing computer systems: Confers with personnel of organizational units involved to analyze current operational procedures, identify problems, and learn specific input and output requirements, such as forms of data input, how data is to be summarized, and formats for reports. Writes detailed descriptions of user needs, program functions, and steps required to develop or modify a computer program. Reviews computer system capabilities, specifications, and scheduling limitations to determine if the requested program or program change is possible within the existing system.

Additional job details and special considerations

The candidate must have experience implementing PeopleSoft FSCM 9.2 Accounts Receivable and Billing modules and must excel in gathering requirements, conducting fit-gap analysis, and mapping data to and from legacy systems and third-party interface systems. The candidate must have hands-on experience implementing PeopleSoft FSCM 9.2 Accounts Receivable and Billing modules as a “functional” business analyst, as well as core business analyst skills, including conducting meetings to identify requirements, system documentation, and performing end-to-end system testing. Other duties may be assigned based on project needs, and some off-hours may be required depending on the project phase.

The qualified candidate must possess strong written and verbal communication skills, as well as the ability to work effectively with a large remote team.

Other duties include documentation, performing hands-on system testing, supporting training efforts, and other project tasks as needed. Some off-hours may be required depending on the project phase.

Work Hours: Monday – Friday 8:00 AM – 5:00 PM Central

This is currently a remote position but could become hybrid and require some time in the main office. Specific days will be negotiated at that time.

Required Skills and Qualifications

  • Experience as a business analyst with PeopleSoft FSCM 9.2. (8 years)
  • Experience as a business analyst, specifically in Accounts Receivable and Billing module implementations. (8 years)
  • Experience as a business analyst in gathering requirements and conducting fit/gap analysis with subject matter experts. (8 years)
  • Experience in performing hands-on end-to-end system integration testing with third-party interfaces. (8 years)
  • Experience with Microsoft O365 applications (Word, Excel, PowerPoint, Visio) (8 years)
  • Experience working with MS Teams in a large team setting. (8 years)
  • Experience working with a public sector organization (Federal, State, or Local Government) (4 years)
  • Experience as a business analyst in Asset Management. (2 years)
  • Experience as a business analyst in Accounts Payable. (2 years)
  • Experience as a business analyst in the General Ledger. (2 years)
  • Experience working with the Texas Comptroller of Public Accounts (CPA) CAPPS Financials system. (2 years)
  • Experience with PeopleSoft Approval Workflow Engine (AWE). (2 years)
  • Experience with SharePoint. (2 years)
  • Experience with Jira (one year)

Contract Info

  • Services are expected to start 11/10/2025 and are expected to be completed by 08/31/2026.
  • Total estimated hours per Candidate shall not exceed 1675 hours
