Description
The Kentucky Education and Labor Cabinet advances education, workforce development, and economic opportunity across the Commonwealth. The Cabinet provides education and training programs, employment and reemployment services, unemployment insurance, and disability determination services to help Kentuckians gain skills, find work, and maintain economic stability. It partners with education providers, workforce boards, and employers to align training with labor market needs and oversees labor programs that promote fair and safe workplaces.

The Office of Vocational Rehabilitation empowers individuals with disabilities to maximize employment, achieve economic self-sufficiency and independence, and to contribute back to society. We also help businesses and employers recruit, retain, and accommodate employees with disabilities.

We are seeking a Staff Assistant to serve as a chief administrative support to the Executive Director of the Vocational Rehabilitation program.

Responsibilities include but are not limited to the following:
  • Provides administrative and technical support for the State Rehabilitation Council. Coordinates quarterly meetings, facilitates strategic planning activities, and supports federally mandated council responsibilities.
  • Assists in preparing agendas, supporting committee work, and ensuring completion of required council activities, including public hearings and advisory functions.
  • Provides administrative and program development support to the Executive Director for the federally mandated
  • State Plan for Vocational Rehabilitation services. Ensures statewide VR goals and strategies align with federal requirements to maintain funding. Supports executive decision-making, program operations, compliance, and statewide service delivery systems.
  • Interprets, analyzes, and disseminates federal regulations, RSA guidance, and sub-regulatory policy. Provides technical assistance to division leadership and program staff regarding regulatory requirements and implementation. Ensures consistent statewide interpretation and application of federal VR program rules and guidance.
  • Serves as primary staff support to the Executive Director. Prepares briefing materials, analyzes complex programmatic issues, coordinates executive communications, and supports decision-making related to multi-divisional program operations. Assists in the development of administrative policies, budgeting considerations, and strategic planning initiatives.
  • Assists division directors in developing, revising, and implementing VR program policies and procedures in accordance with federal and state regulations. Evaluates policy effectiveness and supports continuous improvement efforts across program areas. Ensures alignment between policy development and operational implementation.
  • Serves as liaison to the Rehabilitation Services Administration (RSA) on statewide VR compliance. Coordinates federal reporting, prepares performance and caseload reports, and supports monitoring and technical assistance. Collaborates with the Kentucky Workforce Innovation Board (KWIB) and partners to support statewide service integration and program effectiveness.
  • Performs other duties as assigned.

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree


EXPERIENCE, TRAINING, OR SKILLS: Six years of administrative or management experience.


Substitute EDUCATION for EXPERIENCE: A master's degree will substitute for one year of the required experience.


Substitute EXPERIENCE for EDUCATION: Additional administrative, management, or research experience will substitute for the required education on a year for year basis.

Working Conditions
Incumbents working in this job title primarily perform duties in an office setting. Minimal travel may be required.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
