Description
The Education and Labor Cabinet’s mission is to educate, prepare and train Kentucky’s current and future workforces. Our goal is to create and make continuous improvements to an education and workforce system that prepares Kentuckians for the 21st century workforce, while helping businesses find the skilled workers they need to compete and create jobs in the Commonwealth.

This is a federally funded time-limited (FFTL) position. This means it is a position that is paid entirely as the result of a federal grant. The duration of employment shall not exceed the life of the federal grant that funds the position. An employee appointed to an FFTL position is required to meet the minimum requirements for the classification. Further, an employee appointed to an FFTL position is designated as an unclassified (non- merit) employee. An FFTL employee is eligible to receive benefits at the same level as a classified (merit) employee in a permanent position.

Job Duties:
  • Reviews benefit cases and conduct hearings on appeal to the Kentucky Unemployment Insurance Commission (KUIC).
  • Prepares and drafts proposed orders applying appropriate UI law and regulations.
  • Proofreads proposed orders for grammar, punctuation, and spelling.
  • Advises KUIC on tax status issues.
  • Maintains current knowledge of changes in law, court decisions, and internal policy.
  • Interprets and applies UI law, amendments, relevant court decisions, KUIC policy, and internal procedures.
  • Advises KUIC and leadership regarding proposed orders for adoption by the KUIC.
  • Responds to inquiries, both telephone and written, from claimants, employers, attorneys, and other interested parties.

This position will have access to confidential and sensitive information. The successful candidate will be required to ensure the safeguarding and security of all confidential and sensitive information and will be required to complete trainings, sign acknowledgements, follow all policies and adhere to all statutes and requirements pertaining to the safeguarding and security of confidential and sensitive information while employed and after employment ends.

SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): Must be admitted to practice law and in good standing in the Commonwealth of Kentucky OR comply with Kentucky Supreme Court Rule (SCR) 2.111 (limited certification of admission to practice), SCR 2.112 (attorney participants in defender or legal services programs), SCR 2.116 (supervised practice), or SCR 2.117 (practice pending admission). Must maintain any required licensure(s), certification(s), or other credentials for the length of employment in this job classification. Working Conditions
Duties are performed primarily in both office and courtroom settings. Travel is required.
